Both points are probably true, though it does seem that the LOTR range has a more "realistic" look/feel/scale to it (as opposed to the 'heroic scale" of 40K and WFB), so that probably helps too.

The Perry brothers are superior to most sculpters, and are more prolific to boot.  They have their own line of historical miniatures they work on in "their off time", and also sculpted the majority of the wargames foundry lines as well.

In addition, alpharius is correct in stating that the LotR miniatures are more realistic, as they are "true 28mm", meaning they are correctly scaled from head to toe, something that the more highly regarded 40k minatures in particular could never be. 

A box of plastic figures from the LotR line is pretty much the best bet for figures you will ever find.
