Dark Elves are a very attractive and tactical army. As elves, they tend to be a bit fragile for their points cost, and so the most common approach is to make a very maneuverable army composed of many small fast units which can avoid unfavorable fights and run rings around the enemy. Usually using shooting and magic to soften stuff up before charging on your own terms. Dark Riders are extremely good and most players use several small units of them. Warriors are about the cheapest elf infantry that exist, so units of 10-15 can be pretty effective; often armed with repeater crossbows and shields so they can shoot for a while then fight when they have to. A dragon for the general to ride is a popular option at 2000pts (the standard size game) or above, as the army?s only other really hard-hitting units are Cold Ones Knights and Cold One Chariots, which are subject to Stupidity, reducing their reliability. In small games (1000pts or under), Dark Elf shooting can actually be very powerful, between the repeater crossbows and reaper bolt throwers. In larger games enemy armies tend to be more durable and there?s more debate about whether the bolt throwers are worth it, given that they?re static elements in an army which is usually very mobile.
Dark Elves are not even being talked about for a revamp right now, so it?s probably at least a couple of years off. High Elves are this Fall and then most likely Vampire Counts, which isn?t until early next year at the soonest.
The biggest key for picking a fantasy army is finding one whose models, imagery and ?feel? are ones that you really enjoy. Warhammer armies tend to have more models than most 40k armies, and so you?re going to be spending a lot of time painting your force. Best to make sure you?re going to enjoy it.
