The rules do not prohibit it and I’m sure that there is even a little part of the hobby section of the rule book that covers it [or that may be something on the FoW site I read?]. Also don't forget some resin models come with bases already attached [annoying!] such as British jeeps and Quad artillery tractors. The only real condition is that you use the standard FoW base sizes.

Generally the majority of the discussion on this issue is whether it looks good or not. A good themed base can look excellent, but a plain flocked base looks pretty poor and is superfluous in game terms.

Really it just come down to preference.

For what scale? I have never based my tanks as it usually just gets in the way.

I base any vehicle that will fit on a medium base or less.

I like to base my tanks because it gives them a bit of extra protection when they are being transported and I like the "grounded" look they have when they are on the base.

I prefer avoiding basing for vehicles as I feel it distracts from the simplistic beauty that most of the vehicles of that era exhibit.

As mentioned above, it is all personal preference really. Measurements are done to or from the vehicle/turrets/etc so a base makes no difference except giving you a few mm more height for line of sight / cover.
