I have noticed that in some of the codexes they have a strategy rating. What is it? What is a good one and a bad one?

Strategy ratings are a discontinued 3rd edition mechanic used to give various armies a better chance at gaining advantages like going first or choosing deployment zones when setting up.

At the moment all a strategy rating is good for is indicating during which edition the codex was written.

HERESY! The strategy rating is useful as an indicator of your likeliness to win battles. The strategy rating, multiplied by your age, when subtracted from your grandfather(on your mother's side)'s annual salary when he was 37, multiplied by 6.023 X 10 ^23 , divided by 100 will give you the percentage of likelihood that you will participate in a game of Warhammer 40,000.

well, the Eldar still use their stratagy rating

says so when you use a Autarch/Prince Y. that due to their knowledge of tactics it increases the strategy rating of the army, allowing reserves to come in on an earlier roll (4 instead of 5 for turn 2, etc)

Although no other army benefits from a similar rule, hence making strategy rating useless.
