This morning I was on GW's site checking out their tatics articles. In their detachement article they have a section where they have a Free Company as a parent company. It then had 2 Free Company detachments. In the Empire army book is states that Free Companies can not be parent companies. Which one is correct.

The book is correct. Free company are milita and can't have detachments. Unfortunately, GW frequently gets things wrong in such articles, or gives rather poor recommendations.
