What is the rule for using a GW while on a monstrous mount? Is it only +1 to str instead of +2 if you are on any type of mount?

Yes? I feel like you answered your own question. The title monstrous mount has the word mount in it, that would mean the character is mounted when on it. SOOOO +1S only.

 Yes I guess it would and pretty much knew the answer. I was just hoping I had a little more room on the back of a dragon, so I could really let loose with the GW.

If you're wanting more oomph for your Dreadlord, check out Caledor's Bane when you have 35pts sitting around. S7 with 4 attacks is nice.
I still want to try out the Executioner's Axe in a Dreadlord-led unit of Black Guard. There's a nasty surprise for you.

100% correct, do note that some things count as Cav mount as well but they will be clearly listed in the AB (like war litter for skaven)
