Ok i know a 1 IC can call down range in's. But the 4th special service Brigades dont have 1 IC's or 2 IC's only a company commander. Can this company commander call down range in's also can any spotter spot for any Arty or just the platoon/Gun Section they are apart of?

Any company commander (or higher command) can call in fire with a +1 modifier.

Generally an observer can only call in fire for its own unit but if it comes from an artillery unit with a staff it can call in fire for another unit that also has a staff
