Why should people be upset? It's the starter rules for the starter set. It's not the rules for the full game. It's not like there's some kind of secret conspiracy to advertise it as something that it isn't.

By the way people talk about their local redshirts, they'll fool you into buying the "complete starter set" first. Don't know how prevalent it is, but I wouldn't put it past them if they needed to meet their quotas.
