My buddy and I used to play this game, where we talked about "infinite time/Infinite money," although even then we assumed we'd be buying at retail and doing all work ourselves, so no creation of new sculpts.

My answers have varied over time, as my interest in the hobby has shifted from competive gaming to casual gaming to increasingly collecting/painting things I like. Time is more of a problem for me, as I can afford nearly anything I'd really want, at least withint reason. But... if I were given a blank hobby check, I'd cash it in for one or more of the followin projects:
1) Solar Auxilary. I already have an IG army, but their models are nice, and the way they'll be able to expand the army is tantalizing.
2) Skaven. I've always wanted the army, and while I don't play WFB, if I had the time and money, I'd build a nice little rat swarm.
3) a variety of 10mm, warmaster scale fantasy armies.
4) Royalist ECW pike and shotte army

The Battle Barge Buffet Line

I'd do a 40k army of Truescale marines using the various Forgeworld Tartaros kits. They'd either be preheresy space wolves or current era Deathwatch force made up of different chapters.

All of which could be deployed from my Ares class landing ship.

Funny you bring this up, because that is something I am looking to eventually sculpt in 28mm/30mm.

I have broken tradition with the DBx crowd in 28mm basing, by basing all of my figures on a 20mm frontage, with proportional depth to the frontage (so, basically, 2x the 15mm figure scale basing sizes in each dimension).

Doing so allows me to fit the proper number of figures per base (including 4 cataphracts to a Cataphracts base, on an 80mm frontage).

AND...

It allows people who have the armies based for WAB Or WHFB to fight against an army based using the "DBx" bases. I have begun using.

I decided I was sick of seeing 28mm figures crammed onto a 60mm frontage and wanted to be able to see the damned figures, but I like the DBx basing standards for massed armies. Although. I tend to play Field of Glory or Hoplon (which is sort of like if you crossed DBM with Field of Glory, although Hoplon was published before FoG), and not DBM (I don't much care for DBMMMMMmmmm). I've tried WAB, but I don't like buckets of dice games... And it lacks a coherent scale... Which tends to bug me.

But Alexios I Byzantines would be something I would have done a long time ago if I could find figures I liked. Since. I have the means to sculpt them myself now, they are on my list.

I'd do that and have a Kaiju Tyranid army. Maybe a Armored Core Eldar Wraith Knight/Lord army. Tau Gundam Army.

If money wasn't an issue, I'd love both a massive GW Fantasy Skaven and Dark Elf army, not sure if I'd ever actually bother playing with them,
I just love the idea of owning these massive armies with terrain and display boards in a proper cabinet, all just for the sake of admiring them.

Yes I'm pretty sad...

Oh and a large Harlequin themed Eldar army, about 5000pts or so, titans and everything.

Out of my Mind

40K wise, I've got this idea floating around for an Aussie Bushmen themed army, using the Militarum Tempestus rules, Space Marine Scouts for the models with heads from Puppets War, and the Taurox conversions using both the Taurox kit and the Ork Trukk.

Outside of GW, I'd probably get Full armies for either Dropzone Commander, or Firestorm Armada, so that my friends wouldn't have to shell out and we could play anytime.

Current Armies
Waiting for 40k to come back in the next edition.
