His question is more along the lines of "If the damage is minor and the mini can be repaired, why should he buy a whole new mini and not just pay the guy for his time in repairing?"

Of course, if the mini is an absolute loss, the breaker should certainly buy a new one.

A bog-standard bolter scrub? Buy bits only and convert the dead guy into decoration.
A more expensive model like a Land Raider? Ask for the money, but don't get too hyped if they have a good excuse (They are a 13 year old with limited income and was a genuine accident)
Now, if it was maybe a £1200 Warlord Titan with a £300 Slayer Sword winning commission, well, cough up bitch.

A: An adult - nicely ask for some kind of refund. Paintjob and time spent painting not a big deal.
A child - hard to imagine myself in that situation, no children where I play. Probably wouldn't say anything, but keep a close eye on him next time.

B: A child - I would NEVER EVER let a child near my painting station. NEVER. Not happening. Brrr.. Hell, that' the reason why I refuse to have any cats or dogs inside, as they would most likely destroy everything.
An adult - Ask for refund.

C: Say I'm extremely sorry and offer them a refund.
