My lcg gives 20% off gw purchases above $100 so at full retail with that deal I would get

So obviously Kairos is the warlord and flies around doing his awesome psyker stuff, put the lvl 2 heralds with the horrors and have the horrors roll of change and the Herald off Daemonology for CE ideally. Some cool summoning stuff if not. Lvl 3 heralds go with the Screamers and dive for CE and summoning stuff again, make sure to roll the powers one at a time cause if a herald gets CE on the first try you are going to want the change primaris(or better if you roll it) for the option to shoot. The Herald with exalted reward doesn't even roll, just swaps for grimoire of true names to make Screamers damn near impossible to kill.
If you want under 1200 just take a mastery lvl away from one of the lvl 3 heralds. If you want 1250 than give another mastery lvl to a lvl 2 herald and a lesser reward to the Herald with Screamers that doesn't have grimoire and get staff of change for a +2 S just because I didn't know what else to spend ten points on xD

At half price, they would be priced the same as Tallarn Guardsmen, so $200 would buy 50 models.

Actually the Exorcist kit comes with what you need to make an Immolator or Sororitas Rhino.

Sure, but if one were buying Tallarn Guardsmen for less than $30/squad, that $200 would be 70 Guardsmen!
That is a lot of Guardsmen. What's crazy is that I have more. Significantly more. I may have overbought.

Actually, I'm a little surprised that they re-added the 10-woman squad option, which was missing from the US version of the site last week. And yes, I looked last week during a different debate, it wasn't there. But even if you use that, it actually costs 94 dollars, because no one sane would want to use a storm bolter in a battle sister squad. It would actually be better, point per point, to have no second special weapon at all. ADd to that that the exorcist kit itself costs 58 bucks and the canoness costs 15, and you cannot actually get a Sororitas army that uses transports for 200 bucks-- not even if you could get a 65% discount. If you choose to go with one of the least efficient weapon options in the entire metagame, you can just barely get two squads and a canoness, which comes out to nowhere near 1000 points-- add the 65% discount, and you can just barely afford to give them transports. My statement, though hyperbole, remains accurate. But enough arguing on dakka, I need to go to bed.

Don't buy the Sororitas squad, ever.
It costs as much as buying the models individually and comes with a stormbolter as one of the special weapons. If you're going to make a good army, you're not going to be taking stormbolters anywhere, so it's a waste of money.

Treat the Commander plus Suits as a mini Farsight Bomb, using the 12 Gun Drones as meat shields/flying extra guns. The two 5 man Striker Teams just try to get to and hold objectives while staying out of sight. The 9 man team in the Devilfish just tries to disembark and light up a nasty unit. If they can get in close, they bring the hurt... but then die in the subsequent combat phase. The Marker Drones are self explanatory. The Missilesides stay solo and use their EWO's to light up anything coming in from reserves or just to generally deal damage. They get a lot of shots, and all are twin-linked, so even snap shots against flyers will usually score a hit or two. The Ethereal Council is literally just there because you get the models and I needed to incorporate them somehow. I guess they'd hang out with the 5 man teams? They're not that great.
It's not an ideal list, but I think it's decently competitive given a $200/35% off restriction. It also clocks in around 1400-1500 points depending on how you equip things. I didn't go crazy with upgrades and came out at 1432 points.

Agreed. Even with the extra shots, the Ethereal is almost always a free VP for the opponent, and the few benefits he does give are vastly outweighed by his fragility.

In all reality, and given the theme of this thread, if I HAD TO use the models I picked up, I'd probably convert the two Ethereals to be Fire Warrior squad leaders. Get rid of the Hover Drone, swap out the heads for Striker helmets, add a Striker should pad and strap the two spare hand-less Pulse Rifles to their backs and your're basically rocking WYSIWYG. The Ethereals really don't add much and basically give your opponents free VPs.

There's also a few weapon options which aren't available in the Crisis Suit box, hence the suggestion. And let's face facts here: If there were not Crisis Suits in the "Start Collecting" Tau Empire set, it wouldn't be a great deal. The unique weapon options that are only available in the Commander box aren't particularly worth it... especially considering the Commander is going to be kitted out as a Buffmander and won't have any weapons (except maybe a Flamer for overwatch situations). And yeah... most of the Start Collecting boxes would be bad deals if you pulled out the most expensive/most useful unit and replaced it with something worse. I'd probably kit the other 5 Crisis Suits out as 2 with dual Plasma Rifles, 2 with dual Missile Pods and 1 with dual Fusion Blasters. All with Target Locks. That way, they can each shoot a different target, with twin-linking and ignores cover from the Buffmander and possible BS bonuses from the Marker Drones. I wouldn't be using any of the special Commander box only weapons.

If I'm required to spend it on 40k? I don't know. $200 doesn't go far at full retail. Assuming you already own all of the rules... I'd probably work on an AdMech army. At 65% off retail and assuming free shipping, $203.34 would get me...

My first instinct would be to grab either 2 Death Masque or 3 Getting Started Boxes.
2 Death Masque boxes: rock out to 2 1000+pt armies (Deathwatch and Harlequin)

Although, some Getting Started Boxes are better than others.
