Not every player is trying to alpha strike. Gladius is more feared than skyhammer for a reason. You are costing yourself shooting phases vs gladius, which is catastrophic, imo.
My BA can alpha strike a void shielded bastion just fine. Void shields aren't that hard to bring down, and then melta works over buildings quite nicely. You're still lacking the tank for your turn 1 response if I get to go first. A void shielded bastion is actually much easier to destroy than a single riptide.

I was thinking more the farsight bomb, but yes that is a fair point. On the flipside if you are facing an actual gladius with 1-n laser razorbacks, there is a non-trivial chance that you'd never get to shoot the executioner anyway given 4/6 of the pen results make it a 185 point heavy bolter.
As for alpha strike from BA, how many points are you spending on this? More importantly, how much of your army is in that building's 24x24" tile to do it? How clumped will you necessarily be, since you can't consolidate in combat with buildings?
Now don't get me wrong, the executioner is not the best bang in the armory in 7th by a long way, but it does still have non-situational value on its own and lethal potential if combined with force multipliers intelligently.

I don't know. Depends on the list. But usually BA alphas revolve around deep striking frag cannons and meltas. Even BA can muster enough pew-pew to down a void shield, and then the meltas do their thing to the building. Yes, it fails spectacularly vs MCs, but that's what I have. I can't alpha MCs, so I don't try. In general, structures and vehicles don't fare well vs BA.

Not bad, but with things the way they are I prefer relying on firm knowledge rather than random chance

You ignore gets hot on a 4+. So its not like its going to glance itself very often to death AND... as aforementoned, its awesome at dealing damage. a unit that can can 5- 30 wounds in a round is well worth looking at in any codex.
Im not a leman Russ fsan. but as leman Russ go, you could do much wors...like for example a normal Leman Russ battletankk...or the dumb Vanquisher...so I mean... yeah.
