Are the new SW heads the only shot here (I don't dig, as they have some Super British ™ sideburns going on). I'm looking for someone in the vein of the Captain Culln Terminator from FW....but not wanting to buy the entire FW kit. Ideas?

I've been living off of hoarded plastic marines from 4-5 years ago so I can't comment on current kits.

You can shave off plastic sideburns with a little patience, care and a sharp exacto knife (the sharper it is the more patient you should be). I've salvaged many a head from the old SW sprue that way.

As another option I can't think of anything much easier to sculpt onto a bald marine than a mowhawk.

I have really old plastic scouts with mohawks. They came in my first Blood Angels starter army around 1995. The models originated in advanced space crusade. I gotta say go with bald heads and green stuff.
- edit, I found this pic on the web. Mine are painted too horribly to show
