can war machines make stand and shoot charge reactions can't find in rule book or i'm just not looking hard enough

Yep. The only exception to this is a dwarf war machine with an engineer with a handgun or pistols, and then, it's only the champ's guns, not the cannon.

And the other exception would be the steam tank, which is now a warmachine; but still has a rule that says that engineer driving it can stand and fire with his repeater pistol.
