Question. If I have a character in my second rank on the edge; if he can draw LOS can he leave
the unit and charge from the second rank?

A character may charge out of a unit by declaring a charge. Thats listed on pg. 101
At that point you must follow all rules for declaring a charge / completing a charge.
As far as I can tell from page 16, your own unit will not count as an obstruction. Other units will, but the models in your front rank would not be "another unit".
I do not see any particular rule that would disallow a charge from the 2nd rank, provided your character in the 2nd rank had line of sight to the unit they intended to charge. I may be missing something, so I am not 100% sure that I am right in my interpretation, but I think it would be allowed.

They do state that characters leaving a unit can move through their own unit. So, it looks like you can charge out of the 2nd rank.

I'm in the "you can do it" crowd. I was taken by surprise when a Doombull launched itself out of a unit from the second rank, but couldn't think of any good reason why he couldn't do it.

Wow... doesn't feel like it intuitively at first, but I agree as well. Unless there's a rule saying otherwise somewhere.
