I usually never use special characters in WHFB, mostly because i think you don't really need them to make a fun and competative list.
But i now have made a list with Tetto'Eko to see if it works and if tactics/list build need to be adjusted to accommodate him.

Has anybody ever used Tetto before, or other Lizardmen characters, and what are your findings?

No lizardmen special character is worth his points.
Why? Because GW hate them and jacked their points cost by 80-200.

Tetto'eko is probably the most usable of the Lizardmen specials though. He is clearly overpriced like all the other SCs, but you can build some interesting lists based around multiple Comets with him. 2 Slann with Heavens (1 has to take Loremaster, assuming 2400pts you have 50pts left for other gear between them), Tetto'Eko and a Lvl 2 Skink Priest gets you potentially 3 Comets at once. Won't necessarily be particularly competitive as you are dumping a huge chunk of points into magic users which doesn't leave a whole lot for anything else. Its also going to fall on its face against highly mobile/cavalry based lists but should still be fun to play.

Tetto'eko is, for all intents and purposes, a Slann in an overcosted Skink's body. He's got magic skills, but lacks survivability. He's the only non-situational Character we can potentially use to reasonable effect though, with Gor-rok being situational in that he might be effective against cavalry/chariot lists, but not amazingly effective.

In every army book / codex, there is an aspect where GW appear to vear off in a new direction only to quickly abandon it in the following army release. This is commonly know as a "GW, WTF were you thinking?" moment. With Lizardmen it's the overpriced SCs. Best avoided IMO.

EDIT - Although to be honest, the Skaven SCs aren't exactly bargains either...

He's a character with a lot of good abilities and no reason to ever use them. If you wanna take slann priest with heavens you get a lot of use from his ability

However heavens is a horrible lore for level 4 casters due to the weak ultimate spells. Comet just doesnt cut it due to the randomness.. and chain lightning is a total disaster of a spell

As stated, hes also overcosted by a ton

Yeah, unfortunately like lots of Lizardmen SCs, he is overpriced.
