That one is from Reaper.
There are several ape models in the Judge Dredd range from Wargames Foundry. They are usually dressed as Prohibition Era gangsters.
I'm pretty sure I've seen a "space ape" army (not the AT43 models) but it may have been 15mm scale figures.
Children's zoo models are another option, and come ready painted. There is a good selection available here...

In all honesty, so long as its clear what is what, you can do whatever you please. You could field a legged necron destroyer with daemonette arms and use that as your terminators, but all of them would have to look identical etc. If you are banding ideas around, I wouldn't expect you to get much support, you'd probably find more if you threw something in our face and told us what it was.
Don't worry, I had the same reaction when I told people my 4 WIP terminator sorcerers. I was told fielding them as obliterators was a baaaad baaaad idea lead to confusion etc, but they jumped on the band-wagon when I produced the models and were clearly and easily distinguishable
