This Special character is chosen by both Tzeentch and Nurgle... it doesn't make much sense, but... enjoy
Skorge the Plagued Sorcerer

Equipment:
The armour of Akhenaten, the Pestilent Blade, Plaguebombs.
Special Rules:
Flies of Nurgle, Mark of Nurgle, Unbreakable, The talisman of Change, Immune to poison.
Skorge is a level 2 Wizard who knows all the spells from the lore of Tzeentch and Nurgle. The player must nominate each magic phase, which lore he is using.
The armour of Ahenaten: is a Chaos armour, which grants a +1 to casting rolls
The pestilent blade: This blade ignores armour and has the poison special rule, but if any 1s are thrown to wound, they hit Skorge instead.
Plaguebombs: used in the shooting phase, the owning player may use the plaguebombs. The plaguebombs can be thrown up to 6", doesn't scatter, and uses a small blast template. Place the template ontop of the unit, and every model under the bomb takes a single s2 wound, and must take a panic test.
Flies of Nurgle: Skorge recieves a 5+ ward save, unless is being targeted with flaming attacks.
The talisman of Change: This talisman gives it's bearer +1 strength on all magical missiles.

Um. Hm. Seems pretty rockin', as far as rules go. Where did you get that set o' stats? They seem on the high side, overall, for a Sorcerer.
His armour and sword are, put simply, amazing. They're just good all-around. There's no risk/reward thing going on here, just awesomeness. I'd tone them down by a significant margin.
Plaguebombs (1) don't seem to make sense in how they work, and (2) are way too good. I'd do a shooting attack: range 8", no penalty for moving or long range, forces d6 T tests or maybe a small template S2, either way with no armour saves.
If he's immune to Poison, it should be because he's immune to poison (immunity via exposure). Not because flies eat poison stuff.
The Talisman seems...not change-y at all. That should probably be the thing to grant him the Ward saves.
It's an interesting idea, but it feels unbalanced and, more importantly, out of place in Warhammer. Maybe with some Lore ideas to back it up...maybe there's a cabal of dual-chosen Sorcerers, and he's one of the leaders or something.

I agree with most of above. He's a double-loremaster and only lvl 2 seems weird.
You need to pick something he sucks at, cuz this guy is good at everything. Pick a niche and base it around that. That's what special characters usually are. With the stats and special abilities, your guy would probably cost as much as Galrauch, but no one would take him because his wounds are too low and he's not GREAT at anything. It would be cheaper to buy a buffed Chaos Lord and Chaos Sorcerer, and you could split them up and have them do their respective duties.
Look at all the WoC heroes for good examples on how they are tailored to one job.

I said heroes. Sigvald isn't remotely good at everything. Archaeon, despite being a lvl 2, isn't a caster. And the twins are just a caster, you're not going to take a 400 pt character into melee with just armor.
And Tzeentch and Nurgle are direct enemies. Though all are. I just don't get how a lvl 2 is a double Loremaster. That's like an athiest who has memorized every passage of the Bible and Koran (okay, he goes to church at Christmas).

Umm... Actually Tzeentch and Nurgle are the only ones, who are a bit more neutral with each other...
And besides... I didn't want to go with Lore of Khorne (I would have made something up, since Khorne has no wizards), instead of Tzeergle...

By "good at everything", I didn't necessarily mean "CC, magic, and shooting, in addition to everything else". I meant something more along the lines of "no obvious weaknesses, but some pretty significant strengths".
All the Chaos Gods hate each other, of course, but yes, Nurgle and Tzeentch aren't directly opposed. Nurgle is the most...amiable...of them. Slannesh is the most likable, though he makes up for that with his obnoxious schemes.
As for the character:
Still wondering about the price. And T6? Seems a bit excessive.
The blade seems fine, I guess.
Plague Bombs seem maybe a tad too good. S2 would seem more appropriate. Add in no armour saves and auto-panic at 1+ casualties, and I think you'll have something.
The Flies of Nurgle are way too good, though. It's another 5+ Ward, but better, since it's not a save of any kind. It's slightly better than 3+ Ward, and that's no good. Immunity to Poison and...something else, maybe?

the only real problem with the toughness 6 is that in WoC there is no fluff supporting the mechanics. Yes nurgle used to be all about the toughness and it still is for CD in a lot of ways but for WoC it is about making it harder fro others to fight. This is why the MoN doesn't give you +1 toughness, but instead give your enemies -1 to hit.

So, +1 BS, -1 S, +1T, -1I, -1A, +2 Leadership.
The mix of gear seems odd.
I'd combine the talisman and armor effect into an arcane item (or 2 arcane items).
I'd give the armor 5+ regen (because that's pretty much what a 5+ ward not vs fire is).
I don't see a reason for him to be Ld10 though. It either needs a drawback, or needs to be toned down.
Drawbacks could be stupidity, always strike last, or wrath of the dark gods (take a wound each time a unit fails a test using his leadership).

Drawbacks:
Wrath of tzeentch (if lore of nurgle is chosen) miscast on all failed spells
Wrath of Nurgle (if lore of tzeentch is chosen) the flies also attack Skorge (D2 wounds in the beginning of every turn)

Sounds interesting.
Really, these stats are bugging me. He should have the same stats as a basic character, with maybe a boost here and a drop there. It makes sense, and its' a good way to balance him.
At that point, you just take the price of the base character, find the point value of each of his special abilities and items separately, and stick 'em all together.
