I have the option of traiding for this Empire army. At first glance what i feel it is missing is greatswordsmen. Would i be able to field a competative army with these models without having greatswordsmen or flagellants?

How effective would it be? If you had to take a rough guess how much do you think it would cost to get these models brand new?

Looks like a decent start.

You are missing a ton of the standard core options, but besides that it is pretty good.

I guess the important question is what are you giving up for this?

Because you are getting a really good 7th edition army, not so much for 8th.

An IG army. I figured it was a list not optimized for 8th.

You would be able to do a Nuln themed army fairly well, but it would be a fairly hit/miss sorta list.

Actually, that looks like an okay if you're going for the tournament competitive not-actually-an-army Empire list. The more brutal Empire lists I've played against usually involved lots of artillery, a steam tank, wizards, an arch lector on war altar, flagellants, and some kind of bunker for the wizards. You've got the first three, and kind of the last one (though halberds are probably preferable to spears for a bunker).

That said, I never thought those armies looked much like *armies* per se, so it depends on your goals. Certainly whatever you choose to go for, it will be nice to have more or less any artillery option you so desire.

On a delicate chain at her throat, she keeps it with her to this day.”

Very true on all points. But the only thing missing from this list is core, honestly, as he is full on Artillery and characters as well as even Support units (knights). Sooo, with some more State Troops (and yes, I would work on converting the Spearmen to Halbrediers) then he should be set for a large scale army. It's a great start, honestly, IF, of course, you want the heavily shooty Empire Army. The lack of Warrior Priests (outside of the Arch Lector) and units like GreatSwords and Flagelents certainly leave combat to be desired, but it's a great shooty start.

The correct question is, would I be enjoying this hobby if I did this?

The correct audience is you.
