Could work. A lot of VC players have been debating the usefulness of vampires. Not only do you have two of them, but you have taken special characters. Personally, I would consider reworking your lords and heroes.
The rest of the list is fine, depending on how you want to use it. What were you thinking in the way of deployment and tactics with this?

I havent played a game yet with it yet also y are the vampires not really not useful and whats wrong with the special characters.

Speacial characters and vampires are very expensive and dont always get their pts back.
Hexwraiths dont really have all that much killy power at this point level and that small of a force.
For the cost of vlad think you could have 3 necromancers! lol thats why folks have been hangin with the wizards over vamps. Vamps are neat but one bad round of combat res and dust.

Keep in mind that the book is only a week or two old, but there is a growing consensus that vampires are too many eggs in one basket. VC lists rely on their casters rather heavily. Vampires combine casting with martial prowess, which means that your all important casters will be in combat. It is a far safer bet to separate casters from combat characters. If your goal is powerful magic and to raise a lot of soldiers, you will be able to get much more bang for your buck with several level two or three necromancers. Combine that with a weight king and maybe one or two wraiths if you need martial characters.
Vampires still have their uses. If you want a specialized vampiric power like summon creatures of the dark or flying horror, a vampire is just fine. Also, if you are going for a small elite list, not especially worried about casting and raising, and want the a great combat hero/lord, go for the vampire. If that is the case, I would drop the zombies in favor of some dire wolves and drop the hexwraiths in favor of some black knights. You could also consider combining the skeleton warriors. Terrogeists are good. If you choose to go light on magic, you could consider dropping one for a black coach. If you don't need all those power dice floating around, the coach would be a good option. The coach also has great saves for its points.
As far as special characters go, the two you chose are just not worth the points. You are paying five hundred points for a level three wizard and one hundred seventy five for a level one. If you are looking for kick-butt combat characters and not worried about wizard levels, you are better off getting generic vampire lords with a few powers and some equipment because the stat lines are identical in the case of Vlad and superior in the case of Isabella. If you had chosen Count Manfred for his duel-loremaster or Kemmler for loremaster and his impressive magic items, I might be able to see it. Vlad and Isabella though, are just not worth the points.

Looking at this, a couple of things stand out:
1) No, you don't have enough core.
2) If you are determined to run vlad or isabella, I can't fault you for wanting both of them. I think, however, you will be better off with one (heck, take two) combaty vampires and taking one or two more necromancers with the remaining points. Those two are really expensive.
3) If you just really like the Vlad and Isabella models I suggest using the models and running them as suggested above.
4) I would drop the second level from the necromancer and just take a second necro...spamming Invocation is important.
5) If you manage to have enough points to keep the hexwraiths after meeting (1), I suggest breaking them up into two five man units, as that way they have more flexibility if they end up just riding through things.
