The short answer is that they can, but it requires specialised builds (which is the case for magic free builds for any army really).

Any list which doesn't use a Slann has to be making up its killing power somewhere, since you lose the magic damage and more notably the buffs/hexes which Lizards love. Taking multiple Oldbloods and a handful of Scar Vets is one option (put them in a Saurus Cav unit and you get a very powerful Deathstar which chews through just about anything), as is taking 4+ Stegadons or large numbers of Kroxigor. Part of the issue is that Slaan are so cheap and flexible that they can slot in to just about any kind of build and make it better, so it tends to be a no brainer to take them. A Monster mash Steg list can work without a Slann, but I would rate one with a Slann as being more powerful (since you can use Light to protect everything from shooting or Life to keep things up and running) and the same applies to a Krox heavy list. The Saurus hero build is probably the least dependent on buffs and additional damage output so imo is probably the most viable to run without a Slann, but they quite enjoy the increased magic defence and become insanely powerful if you take Beasts and get Savage Beast off, so again its not an easy choice.

I think you need at least a skink priest to help dispel. Maybe a scroll. If you got mega monsters or mega star or just about anything, your enemy can poof them with one spell.

There's a risk/reward with big spells, but I think that starts to wear off at higher points. Meaning, the enemy can afford miscasts a lot easier than the recepient can afford a lvl 6 DOOM spell landing on his head. Especially since at higher points there are more ways to deal with miscasts, and/or you simply have more casters.

A guy in our club runs a carnosaur and 1-2 stegadons with mixed success. The main problem, of course, is that a carnosaur is very frail and, without the life toad, no way to heal it up.

It depends on the point level. A buddy of mine plays lizardman, and most of our games are between 1000 and 1500 points. He never takes a slaan and does just fine. He has two skink priests which do just fine for magic. The list is effective against my empire and tomb kings at this point level.
