Alright, I'm still working on him. But here is what I got so far...

SOTEK'S FANGS, KROXIGOR OF THE THIRD SPAWNING, EXECUTIONER FOR THE SERPENT GOD

Necalli was spawned with dark green skin and red scales. The skink priests decided that this was no meer deformity, this Kroxigor had with the mark of Sotek. Necalli was spawned with the Skinks as any Kroxigor, but Necalli never grew to like the Skinks nor his Kroxigor kin. At first the Skink priests looked to Necalli to be a great builder sent by Sotek himself to help them make there city great, but Necalli often disobeyed the instructions from his smaller kin and a dispute with a high Skink official ended up violent as Necalli grabbed a large tool and decapitated the official. The cities Skink priests ordered his execution, and he fled. He fled into the deepest Jungles of Lustria where he found Tehenhauin. Tehenhauin knew what Necalli had done, yet also knew that Sotek had designated this one for something greater and so he showed him mercy and gave him food and shelter. Though Tehenhauin was a small kin, Necalli saw him as a prophet and a mentor as Tehenhauin taught him great things of the serpent god Sotek. After a few months of Tehenhauin's "lessons" which often evolved the slaughter of Skaven scouting parties, and encampments, Tehenhuin declared him an official prophet of Sotek. Later that night Sotek directly spoke to Necalli in a dream and told him to sweep the world of the heretics and disbelievers, and when Necalli asked where he would find such Sotek responded to him with a bellowing hiss "They are everywhere my child." When Necalli awoke he found two large curved blades, and inscribed onto the blades were the words "Those who stand in the path of Sotek shall taste the venom sting of his fangs." From that point forward with the assistance of Sotek, Necalli was able to attack extremely rapidly and at lightning fast speeds. So fast are he and his blades that even the most prepared foe will find a blade through his heart before he had time to unsheathe his own. In the morning Necalli departed from Tehenhauin and begun on his quest. Necalli spent many weeks surviving in the jungle (which in Lustria is no easy feat.) There was a moment during his time in the jungle where Necalli was severely wounded after barely surviving an encounter with a fearsome Carnosaur. Necalli lay half-dead, starving, lying against a tree with one hand on his weapon, and the other over his wounds. He thought that he would perish so he grabbed his weapon, dipped it into his own blood, and carved Sotek symbols onto to the nearby stone. With sights of chipped stone and his own dripping cold blood he fell unconscious. Necalli awoke, and in front of him a snake waited with a large verminous creature in it's mouth. The snake laid the rodent at Necalli's feet and slithered away. Necalli quickly ate the catch and felt that he had enough strength to continue his journey. Later on, Necalli encountered a traveling war party of Saurus Warriors that were now resting in an encampment. The stench was intense as a pile filled with the dead bodies of slain foe was being burned, but after the time spent in the jungle he had endured worse. An Oldblood among them stepped out of a tent and slowly approached Necalli until he stood but feet from the Kroxigor that stood towering over him. He looked up toward him, and yet still managed to keep an air of command. The encampment feel silent. "You are far from the Temple Cities builder... " the Oldblood grunted. Necalli proceeded to tell the Oldblood about his story and even mentioned the crimes he had comminited. The Oldblood laughed and said "Any one who can battle with a Carnosaur and survive is welcome in my party!" The Oldblood later taught the Necalli how to use a weapon and use it well. Necalli even joined them in battle on numerous occasions. And before leaving to continue his mission the Oldblood sent a message to all Lustria that all crimes Necalli committed shall here forth be forgotten. Necalli at one point returned to the his home Temple City, expecting to find angry skink officials and priests, but when he arrived the residents said they were all found dead, it had seemed that they were killed one by one by snakes as they slept. Now Necalli travels all over and assassinates targets that appear in his dreams, often breaking into towns and fortresses, smashing through gates, and tearing through soldiers and guards to reach his targets. When the defenses are too heavy Necalli, in spite of his size, is actually known to sneak through pipelines, sewage, or over walls hidden in the dark of night.

The rules for Necalli are obviously not 'official' so you must get permission with your opponent before using, but if you do decide to include him for some sort of special mission, have fun.
Necalli is a special character and may only be taken in a Lizardmen army. He will count as a hero choice. For Necalli you may simply use a normal Kroxigor model.

Sotek's Target Necalli finds who Sotek wishes for him to kill in dreams. The serpent god states the judgement and will assist his executioner on doing what must be done. Randomly select one enemy character before deployment. All unsaved wounds caused by Necalli on the target are doubled. In addition Necalli causes Terror to the target or any unit the target's joined.
Sotek's Blessing Necalli is watched over by Sotek himself, granting him a 5+ ward save. In addition Nicalli 'Always Strikes First' on the first round of combat.
Aquatic Necalli has the Marsh Strider, River Strider, and Lake Strider special rules.
Kroxigor Assassin In spite of his size Necalli is actually known to sneak through pipelines, sewage, forests, or over walls hidden in the dark of night waiting for the precise time to strike. Roll a D6 before deployment; on a 6 Necalli gains the Scout special rule, on a 4, or a 5 Necalli gains the Vanguard special rule.
MAGIC ITEMS Fangs of Sotek Blessed by Sotek to have a potent poison, even a slight cut from the blades can kill its target in seconds. The Fangs of Sotek grant Necalli Poisoned Attacks.
So yeah, I would love any input or suggestions you got.

Krox is A3.
Krox champ is A4.
Krox is also Init1. As a hero, I'd go init 2, more than that doesn't really make sense.
Normal progression would say that hero krox is A5.
He's also a wizard, so he's spent time at study, not spending his whole life butt-kicking, so I would not do more than 5; and as a wizard/hero 4 might make more sense.
Drop forest strider. It doesn't do much for him, and it doesn't make much sense that he has it.
For cost, I'd start with ogre bruiser cost (stats are close).
Add in magical S7, along with poison, immune to poison, killing blow and level 1 wizard, and 3+ armor, 5+ ward, and a ~banehead,
I'd say 250 points, maybe 270ish. (and that's with A5).
Want him cheaper, drop some of the special stuff. He's pretty much fully loaded.

I read your fluff. It explains...some. As you said, he's "sort of" like The Wanderer, but he's also so vastly different. Change his name. These are different characters.
And 7 attacks is absurd. I don't care if the original guy had 6. That's absurd too, but at least he can't be fielded normally and isn't a lvl1 wizard who'll give his unit +1S and T unless he rolls up a way to give him +3S and A.
If you want a Sotek-themed Kroxigor character, Initiative is, I suppose, the stat you can warp the most. I3 would be reasonable, I suppose.
Forest Strider makes no more sense for him than it would for any unit in the Lizardmen army book; they live in the jungle.
Your back story offers some explanations, but they're spread pretty thin, and there are a lot of them.
My suggestions? Drop the wizard-level, his attacks to 5, and give him a pair of magic blades called "The Serpent's Fangs" that give him Poison and +1S when he charges (like Tehenhauin). The Ward save can work, what with the "watched over by Sotek himself" bit. Maybe the ability to join a unit of Skink Skirmishers. 250pts. Something like that.
Nakai the Wanderer was this crazy ghost-kroxigor with innate mystical ability 'cause he was an albino. He was your BSB and had crazy powers. This guy...is entirely different. I like the idea--snake-crocodile-man--but it should stand on it's own.
Also, toning him down to keep his price down will help people field him more. You can always justify stupidly good stat lines with "oh, well, this guy just tried REALLY HARD for REALLY LONG, and now he's REALLY BADASS, and hey, that kind of thing doesn't work anywhere better than it does in the Warhammer world, but we need to keep it in check. Warhammer is a hopeless bleak setting to the point of comedy. It's a Tabletop Melodrama. That means awesome guys, yes, but up against such impossible odds as to make their awesomeness seem less awesome. Not obsolete, mind. Just less awesome.

I guess I get what you guys are saying like Init. 3 and 7 attacks is biologically impossibly for a Kroxigor? He is blessed by the freakin' snake god! He can have as many attacks and he goddamn wants! lol But you guys are really helpful, thanks. I've changed a lot.
I want your guy's feedback on the changes.

Read the fluff on lizardmen. They are ALL blessed by the gods. They are the chosen children of the old ones who sole purpose is to crush the enemies of the old ones (chaos).

You got a hero of Sotek who costs more than the Lord of Sotek and is probably better in just about every way. I mean it feels like the only reason he's not a Lord is because you don't want to take from your Slann allowance, which is cheesy.
I think you need to clear up his focus. He shouldn't be a caster, that's clearly Tehenhauin (try typing that fast)'s role.
He also has more wounds than Kroq-Gar and better combat stats overall (not counting mount), including better Scaly Skin (why?). That's pretty...a lot.
I say look at Skulltaker and that other daemon dog thing and Prince A from TK book. You made an overall combat god who can cast and assassinate. Unbreakable, ASF, Stomp, Poison and a Ward.
Anyway, I think he meanders a bit much in purpose. If he's an assassin, give him vanguard/scout, knock down his wounds and combat stats, remove his spellcasting, etc. If he's just another Dude of Sotek, keep some of the combat stats but take out the double wounds and such and give him something Sotek-y (whatever that is).
Again, I'll point out that in general the focus of SCs isn't to make them cost-effective, they're not, it's to add flavor and abilities the army doesn't already have. If you had to modifiy an Oldblood to get the ^ stats through magic items and such, he would cost more than this guy. So I think he's clearly too good to be a Hero.

Ah yes, "Super Blessed". I forgot about that. Must have missed it in the 'fluff'. Well then, that totally makes sense. Just like my vampire lord of tzeench. He's an ancient warrior, who was enthralled by tzeench and became a powerful sorcerer, only to be turned into a vampire. He's a level 10 caster with loremaster everything; cause you know, he's super blessed by tzeench.

I'm not oblivious to it. Sotek has a favorite prophet, and he's got current and official rules. It's nowhere near as Overpowered as what you just put forth. Back when lizardmen could do spawning armies, I ran Sotek.
Here's my take on a Krox/Sotek mix.
Ubernecatla Champion of Sotek.
Hero Choice: 240 points.
M6 WS5 S5 T5 W4 A5 I2 Ld8
Scaly Skin 4+
Light Armor
Fangs of Sotek: Pair Weapons, Poison. If you score 3 or more poison wounds, then one of them counts as being killing blow.
Bane Head (specialized poison for 1 opponent, results in all wounds being doubled).
Special Rules:
Fear, Stomp, Aquatic
Chosen of Sotek: Gains 5+ regeneration and D6 WS2 S2 poisoned attacks (also at init 2).
Council of Sotek: If Ubernecaltla and Tehenhauin are both in the same army, then all skink priests are followers of Sotek and must take lore of beast instead of heavens. Furthermore, while both are alive and on the table, all red crested skinks gain Devastating charge.
Hate: Skaven
Model: Convert a Krox to be fighting with 2 weapons (daggers), and a jungle swarm on his base.
Dropped lore of beast, as the prophet (lord choice) is only a level 2, that should make you're typical super blessed sotek fighter a level 0.
Dropped the whole sneaky theme, that's the department of Haunchi (sp?) the Jaguar god.
Added the bonuses for taking both him and Tehenhauin, allowing for a sotek themed army.
Still a scary beat stick in combat, 6 S5 poison attacks, D6 S2 poison attacks and stomp, bane head and a long shot at killing blow to really scare those enemy heroes.
Cool idea, a bit too fanboy for my games (unless you let me make an uber guy as well).
Matts last version is better stat wise, although I don't really like the 3 poison makes a killing blow thing... Matts stats minus the KB rule, with your deployment business... And I'd play that for 250ish
