I always worry these sorts of rules favor marine armies where they possess the toughest units not ruled out and who's squads are ripe with potential utility. Many armies aren't so fortunate and end up with severe disadvantages, though this is not the most limiting set of rules I've seen.

Poor eldar necrons and tyranids! Well I guess they still get walkers and hive guard, so it isn't that bad!

For all my bemoaing, I love minigames like this and whacky rules sets. I'd love to see some battle reports!

Lucre, you are correct, to some extent. One of the best Tac armies I've seen is 2 sets of scouts and 2 sets of devastators. Possibly my favorite.

But my ork and nids have never run into insurmountable odds, and the bugs have actually seen a very good winning streak in combat patrol everywhere I've brought them the past 2 years.

Surgical strike!
Da Big bad boss marched up da middle of da board wif a horde of 30 'ard boyz at 'is back, and the ol' mad dok made sure everyone wore their cybork prosthetics. Unfortunately for the marines, everytime his boys would start to wane, a new unit would reinforce him, chaos terminators, tyranid carnifices, and even the weedy grots! By turn 4, we hit closing time, and Da Big Bad Boss was standing on a mountain of skulls(mostly friendly) but claimed victory.
Players received dice, measuring tapes, or laser pointers just for playing!
