CCS: = 100
-3x Melta Guns
-1x Vox

Veteran Squad1 = 150
-1x Plasma Pistol
-3x Plasma Guns
-1x Lascannon
-1x Vox

Veteran Squad 2 = 85
-3x Grenade Launcher
-1x Heavy Bolter
-1x Vox

Punisher Leman Russ = 180

Basilisk = 125

Total: 125 + 180 + 150 + 85 + 100 = 640

You can eliminate the Lascannon and Basilisk to play a 500 point game, or add 110 points by getting two chimeras.

Kaskrin are pretty expensive for what you get. Unless you have a very specific use for them (deepstriking behind enemy artillery with melta for ex.) I do occasionally use them for that purpose, but I find in lower points games they are better left out for vets.

I would go with what Shadelkan said, and get two chimeras to mount your guard quads in as veterans. Maybe even a 3rd chimera for your HQ.

The first step that you need to a better army is fixing your troops choices. You need either a third guard squad, 9 good-quality special weapons and 3 chimers (well, a 4th, depending on what your apparently non-existant HQ choice is), or you need another 4 boxes of infantry and 3 commissars (some good special weapons wouldn't hurt here either).

Once you've got the core of your army sorted, then you can start worrying about support units.

Looks like you bought a battleforce and a few tanks? Also, when you say Heavy weapon squad, do you mean three of each, or one? Lascannons are awesome, keep them, however, I would try and get the bolters off however possible. If you can remove them, put autocannons on instead, they can be quite handy.

First thing though, if you can only get 1 thing, I would be get a company command squad box. That'll get you some better special weapons (a melta and plasma gun, although only 1 apiece sadly) as well as all the bits you'll need for a command squad. CCS's are one of the best HQ's we get, and you'll be very happy you have it when you're using one in game.

Then, I would get more infantry, or more chimeras. More infantry if you like playing platoons (look at Ailaros's battle reports if you want to get an idea of what I'm talking about, basically lots and lots of guardsmen) or chimeras if you plan on going mech. Either way though, you'll still need more guardsmen before you get anything else. I'd get a battleforce box, as that'll get you 20 more guardsmen, a command squad, 3 heavy weapon teams, and essentially a free sentinel to play around with. It'll give you a good start, and you'll be able to go whichever way you feel like from there. Other things, like basilisks and stormtroopers (kaskrin) can wait more than likely, as they're more support units rather than must haves. I would advise following the old ork proverb of "boyz before toyz", aka get more guardsmen

Thinks guys I have a custom company command squad improve scratch built should I buy one for its bits and along armorial what can I get the biggest bang for my buck I would post my list but since I'm doing this on a kindle it would be impossible to properly format soon as I fix my laptop I will post the list

I'll be honest, your posts are pretty hard to read so I'm not 100% sure what you're asking here. I think you're asking if you should get another company command squad box, which I personally think is never a bad idea but really more regular Guardsmen would probably do you more good.

Regarding bang for your buck (if you mean actual money and not points), in all honesty that's not something the Guard is good at. Either mechanized or infantry Guard is going to cost you quite a bit of money, unfortunately.

My suggestion would be the following:

1. Clarify what is your first idea of your personal guard army.
2. Imagine the army fighting on the battlefield and verify your first idea.
3. Buy stuff according to the verification so you can play small games.
4. Play games and verify the imagination. Do the units work the way you wanted them? If not, why? What will work better?
5. Look for better alternatives and improve your skills with what you already have.
6. Expand your environment of opponents to get a greater variety.

The most effective way to get your army better, is, to improve your skills. Maybe it is less efficient (copying a net list and putting it on the table is easy), but it is certainly more effective.
The armylist you choose is only yours, not the random mixture of "good" units from other popular lists.

In that case get a battleforce. You need more bodies on the field, regardless of what build you're going to do. That battleforce will get you a CCS, two more infantry squads, 3 heavy weapon squads, and a sentinel. It'll be the best buy you can do right now, because the last thing you need right now is more tanks for the points levels you'll be able to play at...

Just to confirm, you have a copy of both the guard codex and the main rulebook, right? The rulebook can wait if you don't plan on playing until 6th ed comes out, but otherwise, you've got to have the two of those first.

For $100 I'd probably get 3 boxes of infantry or 3 chimeras, depending on what kind of a guard list you're going for.
