Hi, I am new to the warhammer 40k game and have been trying to think of a 500 point army to just get me started, but also be competitive

2 x 10 man tactical squad with 2 lascannons and 2 flamers - will be separated into combat squads
1 x rhino
1 x librarian - Gate of infinity, and maybe force dome or smite. Not sure

Total 495 points,

I am not sure what to do with the 5 extra points. My plan is at the start break the squads into 5 man combat squads.
I would put 4 marines with 1 lascannon and the rest with the flamer and sergeant. I split them so the lascannons can stay put and shoot any dreadnoughts or tanks. I would use the rhino to give my guys mobility & protection and help quickly set-up the lascannons points to mess with there armour. I would attach the librarian to one of the assault combat squads so they can use gate to move around.
Not sure if this would work. Any suggestions would be great.

You sound like you are on the right track. What I might suggest is downgrading at least one of the lascannons to a missile launcher and use those points plus the 5 spare one you have to buy your sarge some toys. At the very least a melta-bomb would let him crack open tanks if needed. As a bonus, what you have will form a solid core for expanding you collection. Do you have a chapter in mind? Even at 500 points you can start working the flavor into your army.

In higher point games I use a GoI librarian with a sternguard squad to port around and bolter things. While a tac squad does not put out the shooting death as sternguard, they are what you have to work with at this point scale. It might be worth leaving one squad as a full 10 man, blipping around, and showing people the power of the humble bolter, used en mass. Rather then LC/F I'd switch to HB/M for the weapon load. This squads' job is to infantry, the HB helps with that (and with 3 shots might actually hit with snap shots on the move) and the melta is there in case you need to break open a box to get to the prize inside.

If you want more points to worth with, 5 man scout squads all with sniper rifles work well. Taking one of these rather then a full 10 man tac squad frees up more of your limited 500 points. But at that point we are totally rebuilding your list, rather then refining what you posted.

You're certainly on the right track.

Personally, this is how I'd outfit a 500 list:

Librarian (Smite, Gate of Infinity)
Tactical Squad (Flamer, Missile Launcher, Rhino, Sarge w/ power weapon & bolt pistol)
Tactical Squad (Flamer, Missile Launcher, Sarge w/ CCW & bolt pistol)

Tactical squad gets broken with missile launcher in one half, flamer and sarge in other half. Librarian attaches to sarge and flamer combat squad in rhino.

I considered Null Zone instead of Smite for the librarian, but at 500 points, unless you play a lot against daemons, you're not going to see enough invulnerable saves to merit trading the extra offense Smite gives you.

Yes ! The Chapter I am creating is the Blood Ravens. It is because of the Dawn of War games that I even started getting into 40k. I guess I have to use the same rules as the space marine codex though. Anything from the Space marine codex that stands out as really good now in 6ed. I was making a captain with a relic blade, but not sure if the high point cost for a sword that only has AP 3 is any good now?

Also, I wanted to get the d-cals from Forgeworld, but they don't take Paypal and I am leery in putting my credit card # out there. Any ideas how I can otherwise get the blood Raven D-cals and increase the flavour of my army would be greatly appreciated.

Here's what i do at 500 points
Librarian 100 base i use the powers from the rulebook
Then 2, 5 man scout squads with snipers and a missle launcher
and the icing on the cake... 2 and i say 2 Vindicators
