Smokkbomms n' Bakflips: When the Skulka Boss is in close combat, he, and any Skulkas in the same unit, are always treated as attacking the flank.
Dodgy Skillz: Ninjerz have a 6+ ward save
Equipment: Light armor, hand weapon, short bow

This would make OnG an elite army which goes counter to the entire concept of them. If you wanted to make ninjerz another concealed unit that's fine, but a WS4 I4 A2 ASF AP goblin can beat the snotlings out of any Orcs. They would have to be Rare, if anything.

Ward save. Inv is 40K.

Dedd Sneaky can be covered, mostly, with existing special rules I think. I believe it's best to use existing stuff instead of patching together something very similar. Like you could make a rule that when fighting someone they have the initiative of the enemy +1. OR you could just say ASF. The benefit is ASF is a BRB rule and if it's changed or has any rulings adjusted, it will modify every unit that has it.

Even if they were Rare, I have some reservations about their stats, which are really high. Each one of these guys is basically a Night Goblin Big Boss with -1S/T/W/A (which is a lot) but +bow +armor +ASF +ward +flank attack +1M and 2/3s the cost.

These are elite troops, which just doesn't seem to fit. The whole army book is kind of built around cheapo kamakazi tactics and it's also one of their weaknesses. Maybe it could be a new hero/lord with improved stats or special abilities.

Aren't these guys just a unit of skulkers with extra rules? Not having the book to hand I cannot compare the two.

Yeah, I think that these, while cool, are best suited to a Hero/Lord choice, or even a Special Character thanks to their very elite nature.

Personally, I think you should make them into a Special Character. You could make some awesomly cool background on 'Da Green Ninja' or 'Da Great Skulka' or 'Da Cunnin' Wun'

Looks pretty good.
At 18 points each, I'd love to face these.
So 7 wide you'll cap at 17 S3 attacks.
vs WS3 saurus, you'll get about 5 wounding hits on the charge, and kill about 3 or 4.
It's really not that impressive for a 180 point unit. At 18 points, I'd let you run them with poison.

Oh, they should be revealed during remaining moves. Nobody is going to go for them popping up at the start of your first turn before you declare charges and having them charge into the enemy.
Also, skirmish might make sense for these guys.

They are basically HE Swordmasters with -1WS and sucky LD. No GW. AP instead. Flank attack. Weird deployment. Ward save + LA instead of HA. Short bows. 15 cost vs. 18.

But Swordmasters are Specials too.

I'd do something like this (though it'd be better if I had the book in front of me):

Heroes:

Really Nasty Skulker- 45pts

M 5 WS4 BS4 S4 T4 W2 I4 A3

Special Rules: Always Strikes First, Animosity, Armor Piercing, Fear Elves, Hidden, Killing Blow, Poisoned Attacks, Ward Save (6+)
Equipment: light armour, two hand weapons, short bow

Hidden: Really Nasty Skulkers are deployed in the same manner as Nasty Skulkers. Opponents get victory points for Really Nasty Skulkers when the Really Nasty Skulker is slain, however. A Really Nasty Skulker can never be the army's general.
Killing Blow: Really Nasty Skulkers have Killing Blow on the turn they are revealed.
Ward Save: Really Nasty Skulkers are even slipperier and dodgier than their kin. To represent this, they have a 6+ Ward save.

Simple and quick. Nothing too wonky here.

Eh. He's a Goblin Big Boss that costs 10pts more. For that, he gets Hidden, ASF, AP, and KB on the first round, but he can't be the general and doesn't get to pick his equipment.

Is he, point-for-point, better than a standard Big Boss? Oh yes. But will people field him? Here and there, perhaps.

Maybe he should cost 55pts. But yeah, he's just a Skulker Hero. Standard Hero stats, Skulker rules. That's probably the best way to go about it, though a Special Character would be really fun, too.
