im looked around and no one else has said anything about this but as far as i can tell pinkies are only mastery level 1 making it almost pointless to roll for powers if you plan to run more then 10. can anyone confirm this? because i've seen at least 2 other post making the assumption that they are mastery lvl 3 when at full strength

You are correct, they are only ever mastery 1.
However, they generate more Warp Charges depending on the size of the unit. at 11+ they generate 2 Warp Charges, at 16+ they generate 3.
The Change power they utilize allows for extra Warp Charges to be dumped in order to add an additional D6 shots per Charge.

Right, but the point of the question was that because they are Mastery Level 1 they only get 1 power, and there's no point rolling because if you don't take the Primaris you're making the squad criminally weak. Whereas if their Mastery Level increased with size they could use the higher level powers, and would more importantly have options available to them.

Which is a pretty limited chance, but not entirely improbable. For instance, if you are fighting a highly mech army, and you have a 10-man squad of Horrors you know won't be able to do anything with the S5/6 Primaris, you might try to roll for Bolt of Change in an attempt to take down a few vehicles.
