Some are really nice and seem balanced/weak like they should be
I did spot a few options that are too good in some of them, but it's mainly a great job done there

I played Dogs of War up until GW stopped supporting them, I showed the book to my tournament coordinator and got the green light to play them.

I've always liked the idea of these
I read over the Kislev book which has always been my favorite army and the only one I ever read the fluff on, but the book is terribly unbalanced. I could give my opponent an extra 500pts and I would still mop the floor with this army list. I don't know about the others yet.

Amazons are really unbalanced, their damage output is ridiculous with their cost, but I really liked reading a few others
notably Norse, Nippon, Reg of Renown and Order of Solland (even if it's not in there)
I think Bretonnia is not really good balance-wise, the Lances are even more violent but about everything else is worse (love the reduced cost Yeomen, but I thing you should have a "Medium Cav" with 4+ save at 13 pts, losing Fast Cav is crippling), and the limited list of magic items cripple an already not so efficient army

I have started to read cathay but have not jumped into the rules just yet, Dogs of War was so good it was allowed at Adepticon, so that says something about it.

Bretonnia has been well received by a lot of people so I'll pass your thoughts on for debate. Just re-read something in Bretonnia
Armand d'Aquitaine, ok he's at 220 points, ok he's not very resilient ... but if you stick a Knight with +d3 charge distance in there you will nearly always counter-charge, which added to the banner can wreck most armies
I think his cost is OK due to his relative squishiness, but I'm not sure he should be available at all with the counter-charge

The issue with this specific character I think would be what an opponent would perceive him like:
"you can do WHAT?? F*** it, those fandex are broken! Am not playing against those anymore"
They should IMO provide a slightly different gameplay than what's available usually without having abilities that are too fancy or out of the ordinary
I think it's better to design most of them off existing official armybooks so that an opponent can judge them broadly at a glance:
"So basically, it's an army of slightly better Empire Swordsmen with some Longbows, but more expensive and without cannons? Ok cool with me" (Nippon broad example)

I can't comment on balance, but I was most impressed at the attention to detail in the Kingdoms of Ind book. It looks great and was an interesting read.
