Well, not to put too fine a point on it, but if you don't have clearly defined rules for anything, why are you posting it in the "Proposed RULES" section? Seriously, just take the time to cobble up something more complete and then we can have a more fruitful discussion. There's almost nothing anyone can say to this, what are you hoping to get?

As far as the specifics you do have:

Blood Lust - Are your guys undead? In that case, they will never flee. This rule is kind of pointless. And just needs to be cleaned up and more clear. Also, who has this rule? Is this something for characters or units?

Soulless - If they are undead, why do they get psychology? They worked this out of Dark Elves and their hatred is famous. Don't like this.

Compact Bow - Why? Why would anyone want to shoot in combat if they are probably S3 already?

Hand Cannon - We have rules for guns already, why do you need special ones?

Band of Yurei - Overly complex. And impossible to say what it does unless we know more rules.

Long and short of it is that you don't need to rush an idea out. Go back and work on this.

The Lair of Vengeance....Poole.

I think, if you're going to do this, base it off Nippon or VC. There's a decent fan book out there that covers the former.

That being said, I'm not too fond of the idea. All undead have a clear cut origin in the Warhammer universe. Nagash. And it's explained that his minions never went to Nippon, if memory serves. You'd be better off doing this as a race similar to VC, where they have a mage holding the army together. As that way, it could be explained as a missing necromancer who learned from Nagash or fled Sylvania or something. Just tie it in to existing fluff.

They aren't truly undead, only the vampires are and that's not caused by necromancy. thus no necromancy special rules like the other armies. I might add something to the bow so it is worth using in close combat like armor piercing or something. as for the universal hatred rules it was 3am and I was too tired to even think of a special rule, hand cannon is not like an empire rifle it has a template( should have added that) so its like having a war machine without actually having a war machine.

anyway I will work on it more,i put in this section because I saw other homebrews here , this is just after one night a small outline. still have to do lore and points and what not. was just seeing if anyone would bite. And whose to say it could not happen due to fluff. isn't the empire like the only ones that record history and what do they know. Hardly anyone really knows about the OOP armies . There could be a darkness growing in a land near Nippon or in Nippon itself not caused by nagash or secretly caused by him. Fluff can be contradictory(mildly) because there is always going to be multiple accounts of history.

and as for the flee I worded that wrong it was supposed to be if the enemy flees or said unit moves but now that I think about it , it should apply in flee+pursuit.

Looking through the Nippon Book its not really what I was Shooting for especially since they don't include the suicide Greatswords guys and that Samurais are core Units. Also they fear High Elves. Plus I Was shooting for Asia In general hence the pikemen.... I was thinking of just the things maybe Banished by Nippon and surrounding areas. Like a big conglomerate of ancient evil that was driven out and now longs for the destruction of all. idk I type too much.

Whenever attempting to create a new army or race it's always best to start with all the lore/background stuff before creating rules.
Stuff like;
- how did the race come into existence in the first place?
- are they a race that is magically gifted?
- do they value strength in combat? Being experts at ranged weapons? Not to say they can't be both and be a race that values several disciplines.
- are they an elite fighting force or do they overwhelm there enemies through attrition and numbers?
- how are they governed? Even how technologically advanced they are is definitely worth consideration.

If you put time into establishing a really good set of basic principles that distinguish the race then the special rules will seem less gimmicky and more in line with what makes them unique. If the fluff you create acts as inspiration for the rules you make then they will practically write themselves.

It's a start, looking forward to seeing how it developes!

Warhammer is the right of all sentient nerds!

I decided to use Khuresh as their location since little is known about it this is what I have for fluff so far:

Deep In the southern Mountains of khuresh a forbidden temple hides with an ancient evil sits on his throne. Tamashi no Ryoshu , An Animated corpse rules over his domain through his Dark Magic and his blood hungry armies. Born into Existence through a mass ripple in the aether caused by the original opening of the chaos portals half way across the world. The Ripple spat out Tamashi no Ryoshu and a band of other, otherworldly beings not of the Chaos Realm, but of another under worldly place colder than the clutches of death itself. They lived in an age of near Ignorance He could see across the seas with his all-seeing eyes but he did not truly see humans until they sought to colonize the rich hinterlands. The humans were allowed to colonize in The Age of Blindness. The Noperra Bo as they were later named let the humans get comfortable, building up their population and forces but Tamashi only saw this as more food for his hunry black soul. They soon descended from the mountains and raped the inhabitants of their souls. The souls of the young and were devoured and their bodies used as vessels to muster more troops from their dark realm. This became known as The Age of Great Horrors. Black Magic Tormented the land, even those who were lucky enough to have their bodies buried were tainted. If the bodies did not decompose in time they would succumb to the darkness and become feral creatures of the night stalking their fellow man during the night as Jiangshi. For ages this went on with various surrounding nations including Nippon sent small armies to help Khuresh but all attempts failed, met with ferocity of the empty warriors the invaders blood stained the waters of the Dread Sea. Through much adaptation by swallowing the life forces and knowledge of various cultures they have become the superior military power in Khuresh and seek to assimilate the world they watched grow.
