Not necessarily. The
PG could do with a few more bodies, but the Swordmasters work best in small groups of 7-14

It's a tournament. If you want to try and win, yes, you do need a Lvl4. You're putting yourself at a huge disadvantage if you don't take one.
Anyway, this list needs a lot of work if it's to stand up in a tournament scene.
Firstly, as mentioned, you really need a Lvl4. Loremasters are nice, but not suitable for tournaments. Drop him in place of a Lvl4 Archmage with Shadow Magic and the Book, with a Ward Save of your choice (5++ or 4++). You'll also need a back-up Mage, either Lvl1 or Lvl2, on a Lore like High Magic or Beasts (it's pretty flexible really). Just make sure he carries a Dispel Scroll. As for your
BSB (who I assume you intend to be mounted), you really want him on foot, where the majority of your army is going to be, not gallivanting off with a cavalry unit where everyone's outside of his Hold your Ground range. A good build (especially if he's going in Pheonix Guard) is: Dragon Armour, Shield of the Merwyrm, Sword of Might, Obsidian Trinket. This build works very nicely with a Lvl1 or 2 High Magic Mage in the same unit, but other Lores are just as good to take.
As for the Core, I really don't think a Silver Helm bus is going to work here, not unless you invest a lot of points in other nobles. I'd drop the Silver Helms down to two units of five with a musician each. These work nicely as flanking units in tandem with your Pheonix Guard. The points saved should be spent on more Archers, to make a more suitable Mage bunker for your Lvl4. Reavers are good, though, off the top of my head, I think you're slightly out on the points values.
For Special, as mentioned, beef your Phoenix Guard up to around 25-30, and drop your Swordmasters to a units of 14 and 7, or three units of 7, each with just a musician. These also work nicely with Phoenix Guard. Alternatively, drop some altogether for a unit of Dragon Princes which, again, work really well (better, I'd say) with the Pheonix Guard.
Rare is good.
