Just read this really good short battle report (link below) and I really liked the army the IG/AM guy used so I thought I would adapt it and try and improve it.

My List:

HQ

Lord Commisar: Melta Bombs (attached to the Conscripts)
Commisar: (attached to blob 1)

Troops

Platoon 1-
Command Squad: Vox and Grenade Launcher (aka GL)
squad 1: Vox and GL
squad 2: GL
squad 3: GL
squad 4: GL and Krak grenades, Sgt with Melta Bombs
(all 4 squads combined to make blob 1)

Platoon 2-
Command Squad: Vox and GL
squad 1: Vox and GL
squad 2: GL
squad 3: GL
squad 4: GL and Krak grenades, Sgt with Melta bombs
(all 4 squads combined to make blob 2)

Conscripts: 50 conscripts.

Total: 146 men, 10 GL, 20 Krak grenadiers, 3 melta bombs, 3 power mauls, 4 vox casters.

Tactics:
Conscripts go out front and provide cover for men behind blobs behind, and command squads go behind blobs to give orders. Everyone moves up shooting until they get close then charge in and over whelm whats left.

Anti Infantry: all the Lasguns (114 shots long range and 228 at short without orders, with orders it would be 228 at long range and 342 at short range) and GL can take care off any light infantry. If any light infantry hiding in cover I can use an order to remove there cover.

Anti Light vehicles/ transports: 10 GL and 20 Krak grenades should be able to pop any light armor.

Anti Tank: melta bombs and Krak Grenades to hit the rear armor tanks (mostly AV 10 or 11) Also priest can smash attack which means with the power maul they can put out 2 strength 10 Ap 2 reroll armorr penetration each

Anti Monstrous Creature: same as anti tank, slap melta bombs and krak grenades on them and beat them with priests if they are toughness 7 or higher. If they are only toughness 6 then I can shoot them up lasguns on the way, then drown them in close combat attacks when they get close up. Priest allows all the men in his squad to reroll hits in the first round of combat and reroll wounds every round of combat (if he first passes a leadership check on 9 or less)

Weaknesses of the army:

Max range is 24"
Low mobility (this is countered by the fact I will be swarming the whole board and I can use the order that allows me to shoot and run or roll 3d6 and pick the highest for run)
No Anti Air.

So what does dakka think, is my list an improvement or worse overall?

Total: 970 without upgrades to vets. Could swap around HQ for pask + executioners/pask + other tank combinations and buff vets. HQ is dependent on whether I want a certain tank or vanilla straight up siege tanks. Either way, the HQ and vet configurations are variable to suit certain conditions.

Yes 146 men is a worry. Conscripts are meh to me since they are literally bodies with flashlights. Since you pretty much have 2 buffed blobs of normal men, you might as well swap the conscripts for HWS/vendetta/tanks/sentinels to give the enemy something to shoot at/keep them busy. The lack of long-range/medium-range AT is definitely going to hurt bad. That would be around 2 turns of heavy bombardment ( arguably it may not kill that many guards but its enough to lose a decent amount ).

Against non-template lists, it may fair very well since the enemy has to kill guardsmen with their AT. Against template heavy lists however, not a lot you can do but eat it. Worse case is if they have snipers and purposely shoot your ICs. Effectively, if they managed to snipe your AT units, you could be in trouble.

What would you do in case of a Knight appearing?

Also, against the all-too-common guard tank spam coming out from AM these days, you certainly cannot hurt any tank until you reach their lines. Given that a max of 6 tanks can be shoved into 1k points, that's a lot of hurt before you reach their lines. Even then, it is questionable how effective IG are at destroying tanks in assault.

Lastly, Tank/vehicle heavy lists would just shoot your normal guards first since the conscripts don't pose a threat to tanks, this could mean that if your normal guard units fall, the conscripts don't have much to do except die a painful death to bombardment.

Final note: Reading the batrep, the opponent had a quality list without much template spam. In that situation yes, the list would be effective. Against opponents who use template spamming, it might be an issue. Again, the above is mostly my opinion about the list. From what I have seen, the list would certainly be fun to play but lack of combined arms will definitely cause problems against more varied lists. Give it a try and see how it works out since nothing is set in stone in the grimdark future.

If you have priests attached, there really isn't a need for a commissar. Infact, I would say that we won't see commissars any more in a serious list.

Fearless and hate due to zealot, with no chance of picking of valuable units due to commissar's new execution rule.

If you are fielding blobs, I highly recommend the psykers and rolling on divination (you will go for primaris prescience 5/6 times).

Give them pskyer level two for a whole whopping 75 points (biomancy on the second roll anyone??), and they come with a force weapon to boot.

rolled it yesterday, then just prescienced the other roll.

To go further on this for the OP. Consider an ally with dark angels for Azreal. He is a garanteed 4++ for one of your squads, and offers a nice frontliner for one of your squads.

His super fluffy plasma pistol will help reduce the WS of your enemies. Which can be helpful with low WS guardsmen and conscripts.
