Eldar hqs good, although the row is a bit odd. Id trade it for runes of witnessing.
Eldar troops are good
Heavy support needs some work. Wraithknight can only fire 2 weapon at a time, so dont bother with scatterlaser or shuiken cannon.
Drop holos from war walkers, they have a 5+ invulnerable save anyways. Keep it double lance or double scatter, mixed roles wastes there potential.
Space marine bike squads shoudnt have that many thunder hammers imo. I would drop them for combi gravs.

all that should give you some points to play around with to.

I can see most of your points. Explanation for the thunder hammers: It's really the only dedicated CC weapon I have, but I see why Combi-Gravs can fit in my list.

There just so expensive, and you dont really want to get into melee with them anyways. If you do get caught up in combat, just hit and run away and shoot them again.

Singing spears go great on farseers.

Melta bombs on the sarges is nice for a just in case, but the CM does not need them. Only a handful of walkers/land raiders justify needing melta bombs over a thunder hammer. For those, use lances, the wraithknight, grav weapons, etc.

The most important rule of 40K-Page XVII of the 6th edition rulebook, the figure at the top right of the page. "Shake hands with your opponent and thank them for a good battle and fun experience." Then go out for a beer.
