It is a known thing in cognitive psychology that stupid people underestimate their stupidity because they lack the cognitive skills to evaluate themselves. Conversely, intelligent people often doubt their level of intelligence because they have the cognitive skills to recognise how wrong they can be.

The statement is often paraphrased as ,"The more I learn, the more I realize how little I know".

But jokes aside, I do think there is merit in the quote. There are many situations in life where it is easy to conclude basing on circumstantial evidence. To say definitively that the conclusion is correct, is to close off all other possibilities. So until proven, there is still a chance to be wrong.

I think there is a good degree of truth in the quote, but not the whole socratic 'I know that I know nothing' train of thought.

I think it relates to the cognitive bias held by those that are adamant that they are right,which makes them less likely to accept the possibility that they are wrong or any new information, and thus 'close off' to additional sources of information that may complement or enhance their current knowledge base, rendering them more 'ignorant' that their more open counterparts.

Yes, though this cognitive bias is weaker in more intelligent, better educated people, as they have a better ability to understand and counter the existence of the bias. This is the reason why very intelligent people often doubt their judgement.

It is very much the same thing as the Socratic Paradox just set as a negative judgement of others rather than an astute acceptance of ones own nature.

Let me break it down for you.

The OP's quote: "The more things you are one hundred percent sure of, the dumber you probably are."

If one is 100% sure of something then they will consider it a truth. That person then will not listen to the input of others if their input deviates from the "truth". No matter how compelling the evidence is for the other point of view the person will not listen.
A person who refuses to listen does not / cannot learn. A person who does not / will not learn is stupid.

If you paraphrase the Socratic paradox as,"The more I learn, the more I realize how little I know". Then "the more I learn" statement can mean " the more I am open to other ideas" or "the less sure I am about something". Then by accepting that one is not sure and is open to more information then one opens themselves up to learn. The "I realize how little I know" part of the statement is a recognition of the vast amount of knowledge available in the world. That the more one learns the more one realizes how much more can be learned.

Actually this happens rather regularly on Dakka. Except that neither side has the truth but both believe they have.

I agree, and it is saddening.

This makes me think of Chris Rock's character, Rufus, in the movie Dogma.

Rufus: I just think it’s better to have ideas. I mean, you can change an idea, changing a belief is trickier. People die for it, people kill for it.
