Rhino spam is a great build for IH in 7th, so no criticism in the general design. I have just a few small comments:

1. Some interpretations of the rules regarding relics will be that you can't take two. I side with the half of the argument that says you can, especially since the digital army builder in the digital codex allows you to. however, some events/players may not be keen on it. YMMV. If you were to change the CM's load out to address this I'd switch to the Raukaan supplement and bring Gorgon's chain and a thunderhammer. This would free up a significant amount of points. This CM would cost 40 points less and be a bit just as deadly, and more survivable.

2. Drop your veteran sergeants, they don't do much. Drop the las cannon as well - you won't get much mileage out of one. Replace those points with combi weapons to beef up plasma/melta death for each of the squads. This will leave you with 10 points over, assuming you add a PG to the squad currently toting a lascannon.

3. The remaining quandary is how do you get your assault termis/CM into assault? I'm assuming he joins that unit. I'd consider dropping the vindicator and gathering up the points to get a land raider, but even if you DS them, the CM w/ Gorgon chain can tank wounds well enough for the one turn you'll have to weather shooting for. It's not "super tournament optimum" but you'll be able to do well enough in FLGS/PUG type settings.

Here's my revised list:
HQ: Chapter Master (Artificer Armour, The Burning Blade, The Shield Eternal) 255

Troops: 10 Tactical Marines (Plasma Gun, Combi-Plasma) 165
Rhino 35
10 Tactical Marines (Plasma Gun, Combi-Plasma) 165
Rhino 35
10 Tactical Marines (Plasma Gun, Combi-Plasma) 165
Rhino 35

Elites: 5 Sternguard Veterans (Combi-Melta, Vet. Sergeant w/ melta bombs) 135
Drop Pod 35
5 Assault Terminators (Thunder Hammers and Storm Shields) 225

Heavy Support: Land Raider Redeemer (Multi-Melta) 250

Total: 1500

dig it. you should run raukaan. a good 1500p list with prupose in every squad, is utilitarian, and has a lot of threat in different areas. you will prolly struggle vs hordes though, but the Redeemer really helps. I kinda disagree with dropping the vindicator, but since you have terminators, its worth the land raider (I just love vindis s10ap2 large)

For the Sternguard to be effective they need at least 3-4 combi meltas.. So drop the vet sgt, the MM on the LRR (it's going to be moving forward anyway, probably using the flamers or one flamer with PotMS as it flats out to get them to combat) and maybe downgrade a tac squad to melta and drop the melta bombs on the Sternguard.

Anyway, looks fun!

Sternguard come "free" with the vet sarge who adds nothing. But yeah, you need meltas if you want to go that route. I have to say I really recommend switching to Gorgon's Chain/TH instead of BB/Shield Eternal. Or TH/Shield Eternal. BB is great, but you'll avoid so many rules lawyer headaches by not taking it. But, if you're only playing with your friends or some such then go for it.

FYI: either of the suggested options will open enough points to fill out the SG with combi-meltas. Drop the melta bombs unless you happen to have the points left over . Feel free to stick with the termi armor too, the costs come out in the wash I believe due to the reduced cost TH you'll get. Part of the reason I was pushing for it. You won't benefit from the arit-armor's ability to sweep if he's rolling with AT's.

I really don't want to buy the Clan Raukaan Supplement.

You should really consider it if your going to run IH, The relics and warlord traits are great.

If you're absolutely opposed, run a TH and SE and you'll have 40 points or so by not taking the BB that'll let you run the meltas on the SG.
