I've picked up the Cyriss book recently and ran across the discussion of Unbound Formations. I'm not familiar with this terminology. Is this something similar to the Merc/Minion special rules for non-tier lists like the bonuses for Talion/Seaforge/Blindwater or is it something else? Do they stack with tier list bonuses? Is it an opponent's permission type of thing?

Unbound formations are for use on the WMH version of Apocalypse and can't be used in "normal" WMH.

Basically its a separate set of rules for people to use in larger points games.

They are. They are also patently awesome if you happen to have one in an unbound game!

No wargames these days, more DM/Painting.

I paint things occasionally. Some things you may even like!
