So I finally decided to get into Warmahordes after looking at the amazing models for a while, and now i need help building a list. I thought I'd come to you guys to see if there's anything you could do to help me build a semi-competitive Protectorate list.

I know that what I'm looking for is the Harbinger as my 'caster, and the 35 point level. I've heard that she's good with lots of 'jacks, because of her awesome FOC stat, but apart from that i really have no clue. Probably a choir for 'jack synergy, maybe wracks for extra FOC. I'm really kinda lost though, so any help you kind folks could provide would be wonderful.

After looking more in-depth at it, I think I have a good starting point.

+5 Harbinger
3 Choir
11 Avatar
3 Dartan Vilmon
8 Zealots w/ monolith
2 paladin
2 paladin
6 Redeemer
4 Repenter
1 Vassal Mechanik.

That makes me tier 3, with 3 terrain pieces i get to place, and a bonus to my starting roll. The idea is that Vilmon, the paladins, and the zealots will be there to tie up units, while the 'jacks and the Harbinger (backed by the chorus and repaired by the mechanic) will do the brunt of the killing.

any thoughts on how it might fare in a semi-competitive environment? I'm not looking for WAAC, but something that can get me a few wins under my belt would be awesome

I've been thinking about this, and I think that even at 35 points
you're going to have trouble covering the field. Any kind of terrain
defeats your army and forces you to feat defensively. Zealots
have tremendous staying power on their own, but I don't know
that I'd want to risk damaging Harbinger to keep them up
outside of their minifeat.

I think the Redeemer/Repenter lack punch with her. Maybe
go out of theme and start with errants + UA.

Harbinger tier list isn't like Kreoss2's As in staying in tier doesnt' actually confer a bonus that you should care about. Besides, the whole point of her tier is to spam 5 point crusaders, which isn't present.

At 35 going for paladin spam might not be the best of options. However I made an in tier list at 35 that might work for you AND hits a bit harder:

Harby -5
Crusader 5
Crusader 5
Crusader 5
Avatar 10
Choir 2
Zealots + UA 8
Vilmon 3
Paladin 2

Going to tier 4 nets you points. 3 crusaders will be a focus hog, especially if you want to cast some spells. BUT that being said you will be fielding 3 P+S 20 models and one P+S 21 model under choir buffing. That is all sorts of scary, especially considering how many boxes those jacks have. Avatar and/or choir buffing can help your jacks survive ranged attacks, and once they get close the feat turn can stop the enemy from charging. Alternatively you can force them to move towards the avatar on feat turn if they move at all. This is death to infantry and can weaken enemy jacks/beasts. The zealots are there as a tarpit/throw away unit, be sparing with the martyrdom. The paladin wall is for the harby to hide behind, and the paladins as solo hunters/body guards.

As for viability in a tourney setting, no, far to many threat vectors for a harby tier list to prosper.
