I'm considering starting a 30k Army but I like the colors and schemes of all the different Legions.

I know some of the legions have special units and I would only play them along with the special characters and tactics for that particular legion.

Would it be too confusing to play against someone who had World Eaters, Emperor's Children and Imperial Fist models all playing together?

Last I heard, in the next book there will be rules for the leftover loyalists from the traitor legions/nearly destroyed loyalist legions. That should reasonably allow you to play as a few legions acting together in a resistance on a traitor or loyalist planet against the dominant faction.

30K has an Ally chart just like 40K so you can Ally 2 legions together, but a traitor and a loyalist might have to be unbound. If you want to run them all as 1 legion but with different colors then the main issue is picking out the legion which they will operate as.

Ever legion has the same basic units and upgrades but each legion also has a few legion specific units, special characters, and abilities that alter how they play and may even limit what you can take in the army. As long as you don't take 2 different sets of legion rules or units then you shouldn't have any trouble.

I know I can ally two different legions.

I asked if it would be too dumb and confusing if I had two tactical squads, one emperors children and one deth guard, with an assault squad from world eaters, and a land raider from imperial fists, with a veterans squad from Sons of horus...I'm talking about these types of shenanigans .

Minus the Imperial Fist Land Raider, the force you're talking about would seem perfectly reasonable for an Isstvan III-based game.
