In the campaign I'm playing in, I need to construct a "Garrison" force to defend any land-based objectives across the map in case one of my strongholds is attacked. Now, the catch is:
I only receive 75% of my original points (3000), meaning I only get 2250 points.
I also receive 250 points to spend on Fortifications.
I get an ability during the game that represents the facility I am defending, such as; a one use orbital bombardment; an army wide 5+ FNP; 5+ IWND on vehicles and so on.
I need to play against a regular 3000 point list using 2250 points and 250 points worth of Fortifications, and the special traits which vary depending on what I am garrisoning. So help is very much required.
I am aware that I will be up against about 120 Ork boys, some light vehicles and auxilliaries, and a Stompa containing his HQ elements.
I have no idea where to start. I was thinking about taking a Bastion, Aegis Defence Line and a Skyshield for the 5++, and maybe a quad-gun on something to serve as AA, Interceptor and horde killing?

Well, a solid place to start would be about 50 Tactical Marines, with maybe Sentinels of Terra or Ultramarines for Chapter Tactics. That would give you great anti-horde. Next choice would be a unit of assault marines if you have them, as well as Sternguard. Sternguard can drop poisened 2+ wounds on Orks, and Assault Marines are a good counter-assault(Give them Flamers!). Tactical squads can go oldschool with Flamer/ML

You should get some Drop Pods to drop behind the Ork Horde to pull units back. These should have flamers. Both for the shooting and overwatch. Whirlwinds would be great for more anti-infantry. That should cover the infantry!

Now, for killing ork armor that's a bit touchy...You should run more drop pods! 1 10man unit of Sternguard with combi-meltas should see the Stompa dead or nearly dead. Just make sure you wait until there is a space near the Stompa, and make sure you have a means to TL them(Either through a Librarian or Warlord trait).

As for fortifications: Bastion would be good, as well a Skyshield and Aegis. That really should be fine for Fortifications. You could do a second Aegis to make sure you have two ways of ADL for the Tacticals. Any extra points goes to more Tacticals! That really is the key to killing orks. Tactical squads with Missile Launchers. Also, now that I think about it: Give all the Tactical Squads Rhinos. You can use these to block the Orks off and stall their advance. Even keep the Tacticals in the Rhinos to protect from Stompa fire, shooting Missiles out the hatch, then bail out when orks are close and bolter them to death

What special rule will you be starting with? Playing down 500 points is going to be hard. You will need to be sparing on toys. Calgar is probably a requirement, just let you get max use out of which ever CT is handiest. In fact I would start with that idea right there. Begin from what ever special rule you get in game + maximizing CT effectiveness.

As to forts, I would look at an upgraded firestorm redoubt. At 250 you get a punisher gatling, battlecannon, a BS3 upgrade, and a barricade section. that gives you about the firepower of another marine squad with a lot of staying power. Or 3 vengance batteries. (one Cannon, one Punisher and one Icarus)

Or Best use for this one I have seen, get the Fortress of Redeemption with Krakstorm upgrade.

Drop command/sternguard with meltas, flamers, heavy flamers. Try to do 5 meltas, 3 flamers and 2 heavy flamers if you do a sternguard squad in a pod.

Thunderfire cannons.

Contemptors with kheres assault cannons.

Get the punisher/battle cannon vengeance batteries for forts, maybe throw In a barricade/aegis line.

Are the games objective missions? Does he have to take a specific point? That (and if you have to be battle forged) determines what you take.

Tigurius or Calgar are alright; only take Calgar if you are going to give him either assault terminators or honour guard to roll with.

Honestly, take a look at the Tyrannic War Veterans dataslate as well. They excel at anti-horde specifically and the rest of the units can focus on the Stompa and such. Tyrannic Vets only have poisoned ammo, but that's 2+ to wound and if the Stormtalons hit with their Assault Cannons and Heavy Bolters, the Veterans also get Ignores Cover when they shoot. Boyz will be dropping by the droves. Mount the Vets and Cassius in a Land Raider Redeemer or Crusader and again, anti-horde specifics.

In case you don't have the formation at hand, it is 1 Chaplain Cassius, 1+ Tyrannic Vet squads and 0-6 Stormtalons but the Vets can only take a Land Raider of any type as dedicated transport. Stormtalons can Infiltrate but must be in Hover mode if they do.

And since it's a formation itself, doesn't take away from any of the Fast Attack or Elite choices you can make towards killing that Stompa. It's a hefty chunk of points but nothing saying the extra Stormtalon spots can't be used to sting the Stompa's backside without taking up slots in the CAD.

If the general set up is for your guys to be holding objectives against the oncoming horde, then a static gun line might work quit well, with a few deepstriking units/flyers to be your hammer against the anvil.

Would agree with the guys above that numbers will be key – for 1750, you can just about get a whole battle company onto the field (albeit very light on toys). I haven’t played against them in a while, but I seem to remember that bolters/HB’s chew thru orks like fat kids chew thru chomp bars, and as they are generally the cheapest upgrade option it would allow you to maximize the amount of pain you can bring to the oncoming horde.

If you really wanted to dig in and maximize your numbers, you could try going for all scout/Aegis line defense. 5 x Scouts with bolters/hb/camo cloaks and behind and Aegis line with give you either 7 range shots/11 rapid fire shots per squad. With hellfire rounds you would also have the option to poison blast enemies (far more effective than MLs fragging orks imo) for almost the same cost as a bare bones tac squad. The camo cloaks and aegis will also give you a +3 cover save. If you add a tech marine for each aegis you could further ‘bolster fortifications’ and get the save down to 2+ (I think, depending how you work this bolster rule with camo cloaks).

Then for your ‘hammers’, you could take a pair of Stormtalons, which will give you AA as well as strafing runs. Also, as an alternative to sternguard, I am also quite partial to a squad of LotD as deep strike AT/AI. A combimelta/melta/heavy melta unit comes in at only 155 and allows deepstrike scatter rerolls, while a flamer version comes in at 150pts – much cheaper than the sternies, and will fit the fluff of your campaign quite nicely. The only risk of course being your reserve rolls sucking.

For me that’s an obscene amount of bolter action (possibly better suited to IF Chap Tacs than Ultra) to throw at an enemy that has to keep moving forward, all at +2 cover save, with some deepstrike and AA mixed in. It also leaves you some points left over for toys and upgrades (maybe level 2 the libbys, or take tiggy?)

Not sure an all scout list constitutes spam – fluff wise it would be quite conceivable for a large element of the Ultramarines 10th Company to be roused into a desperate defense of the line – could even add Telion into the mix for extra fluff.

Is this list the models you have or what you are plan on taking? Not sure about the assault termies, they are probably gonna get tarpitted in CC - might be better off with another unit of sternguard. Also, putting a PC with the sternies is a waste as you cannot snap fire it so will either have to keep the squad still or not use it. Would also chose 2 out of the 3 combi options – melta and plasma maybe? Combis are too expensive to try and cover all bases with, plus they are only one shot remember.

Overall it still looks a bit light on dakka– did you look at trying to get a whole battle company on the board? See below list for 1685 pts, gives you plenty of bodies (100 SM to the 120 Boyz should even things up a bit) and leaves extra points for some fun units (Calgar/Stormtalons/Dreads/etc..)

All things considered I would stay with one CAD. The Jump Chap, is not bring you much and the only reason I see for the second CAD.

On your Sternguard, I would drop the Heavy Bolter, I don't see it being better than the special ammo. In fact, going back to 1 CAD it looks like you have the room to grab LotD from some cover ignoring Plasma or melta, that will leave your Sternguard doing what they do best, mid field fire support with special ammo.

Sure, Chappy dropped. I thought he'd be good at buffing the ASM, but if those points can be better spent, let it be so!
I'll give the Devastator Squad a PC and ML, to increase their versatility!
