That little tool is called a pin vice and you can find it at most good hobby shops or hardware stores.
I picked mine up for about $12 and it came with 6 bits of varying sizes. It's basically a very tiny hand operated drill. Very handy, but also a bit of a pain in the butt. Once you have the ability you'll find yourself pinning everything. Arms, heads, backpacks. I find it's great for those fiddle conversions like swapping a hand, and it's great for getting models onto bases, whether they are flying or not. A sound investment but be warned.... You will never simply glue a model together again.
Wish I had seen this video before I did my Dark Angels Assault Marines. Maybe if I get some more I'll try it. Thanks for the vid!
