The idea is that the 2 blocks of greatswords form the center of the line, one buffed by the BSB, and on either side of them are a unit of halberdiers. this forms the main line 4 units wide. I spaced it out and if placed directly behind in the middle, the Hurricanum will buff all 4 units. the mortar sits behind the main line. the cannons, hellbalster (with engineer) and gunners will go on the flanks with the best LOS determining placement. LVL 4 wizard will either be behind the main line or in a unit of greatswords.

Not a bad list but personally I would combine both the Greatswords and Halberdier units into two large parent units with handgunner detachments for each. I loveeeeee the Greatswords models that GW puts out (in fact I own 60+ of them) but competitvely demi's are better. Much better. Not saying this list won't work but it seems like you are going for a gunline that can absorb charges using your Greatswords and Halberdiers as anvil units but what's gonna come in and help clean up once these two units take charges (and they most certainly will if your playing armies like Warriors). Going back to your characters I would drop LA from the engineer keep him naked as he's only there to improve the helblasters BS and let you reroll a misfire.

Your Lvl 4 needs a wardsave since he's your general and it's important for miscast protection as well. Also your BSB shouldn't take a banner they should always take Magical items, I'm a huge fan of either the Armour of Destiny, or Enchanted Shield, Dawnstone, and Sword of Might to go along with Full plate obviously.

Empire relies pretty heavily on it's characters so it's important to get them right. You also need a dispel scroll in there somewhere so i'd either give it to your Lvl 4 or get a scroll caddy.

One huge unit of greatswords also with the banner of +1 leadership so you have a bubble of leadership 9 and for your stubborn grt swords
Form the block of halberdiers into one block of 50.
Give your BSB the magic 1+ armor with a wardsave and a great weapon or give him the rerollarmosave charm and the enchanted shield to your present setup to keep him cheap
