a vortex is a template, you can LOS! against templates, so yes you can LOS! a template

You can look out sir against Template Weapons. Page 93 describes the templates you get a Look Out Sir from, and they're shooting attacks.

It was FAQ'ed that you can use Look Out Sir! against spells that use templates. See page 10 of the BRB FAQ, under Command Groups.
