I like it, however, I would possibly find a better use for the devastator points and possibly swap stormtalon lascannons for something else. Your troops are fine, HQ, I would be tempted to drop Epistolary, keep it cheap, allows you to put more on the table. and then having a storm talon is going to be pretty efficient at this level.

Switch out your devastators with a different load out, or get a different unit. At 600 points a Stormtalon is all ull need for AA. If you drop the epistolary upgrade, the Devestator squad, the Lascannons from the Stormtalon, and switch the Plasmagun for a meltagun you can get 2 predator tanks with HB sponsons.

^ That is a good shout, this is my 5th schools league this year, and the only space marine army that I've seen do well is a biker list. Not saying that you'll do poorly, just saying may be good to consider it.

Based on current Psyker rules, librarians are kinda OP if you are not expecting them, as for the lascannons, they are fixed to my Stormtalon, might swap epistolary for some heavy weapons, or both for a dreadnought... Haven't pointed the changes but I could probably fit it. Got a guard army but I am lending it to someone who has the wrong models. Since my heat is <1 week away, probably shouldn't rely on delivery.
Also, try http://elementgames.co.uk/ , they have money off(15-20%) GW prices and only £3 postage 1st class, never had any problems with them.
