So I have been trying to figure out a way of making these guys work, as I love the idea of lots of assault troops bounding across the board and getting stuck into the enemy. The only way I can see to get around the obvious shortcomings is to take another CAD of SM alongside them, someone like Sentinels of Terra, to give long range support and tank hunting to compliment the assault troops. My first stab at a list below:

Not looking to be hyper competitive, but it would be nice to not have to say GG on turn two. Plan would be for jump pack units to start on the board and try to get into assault T2 (and yes I know they cannot scout due to being bulky), with both sets of scouts infiltrating in to take some fire away from them. Command squad alpha strikes a high AV target, DEVs / TFC / Storm talon do what they do best. All psykers probably roll on telepathy for psychic shriek, and shrouding/invisibility/terrify as a bonus.

Does this work, or is it total garbage?

Why not using Korvydae and with him, you could use your assault squads as troops choice. With all your fast choice free of assault squad, you can use bikes and speeders.

Nice idea, but if I wanted to get bikes in I would probably just go for a chapter master smashfether build and take them as troop choices instead. Korvydae certainly appeals to my fluffy side, but I don't have IA:8, and am not particularly keen to get it just for him. Besides, he got nerfed by the infiltrate FAQ too.

Actually, the Ravenguard tactics are good ones to use, being able to scout everything up the board a little, and put some units you might need into reserves at that, make it more than worth using. If I wasn't such an Imperial Fist fan, I would have been using those from the start honestly.
Am kind of wondering why you chose the axe for the Librarians though, the ap2 is nice, but I tend to dislike it because of a lack of an invul, but that might be me.

Shadowrun is the best game ever. It's the only thing I have ever played in which I have jumped out of a shot out van with a chainsaw to cut a flying drone in half before leveling a building with ANFO assisted by a troll, a dwarf, an elf, and a wizard.

I have had good luck with running a CM with SE/TH escorting/tanking for a VV squad with a couple power weapons/powerfists with some SS sprinkled in. I also like putting in a Chaplain in this group. Every time I've taken it, the other player is shocked by how well it can tackle pretty much anything. Supporting with Tacticals in Rhinos infiltrating works great too, I usually pack these with melta.

Also, reread your codex, you can only take SS on librarians if they take terminator armor.

Yeah, I agree - I play Sentinels of Terra as my first choice, but there is something strangely appealing about the Raven Guard and their fluff.....maybe its just that they look relatively easy to paint I am lazy? AP2 is exactly why the force axe is there, Lightning Claws and Power Maul in the vanguard squad are there for higher initiative AP3/4 hits.

TBH, this sounds like it would do alright in any SM list, not sure how it makes the most of the raven guard CT (btw they get to scout, not infiltrate)

Er, thanks for pointing out the error, but I don't think I will be rereading the entire codex because of it.

This doesn't match your list at all curently, but you could get a lot of grav shots if you steal the initiative by taking a grav and combi-grav on a min sized Tactical Squad and infiltrating them up. This is a pretty nice way to get lots of Objective Secured units as well. It's only 95 points for 6 grav shots if you go first... multiply that by the 6 slots you have and it's not a bad option for a small portion of your army.

I would also ally in an Ordo Xenos Inquisitor and some nasty cc unit in a Land Raider and scout it up to suppot whatever else is infiltrating.

As for the jump pack units, I find it hard to get them to work, but the ability to use the jump packs in movement and assault is nice. I'd say if you're going to use Vanguard Vets, take advantage of their ability to load up on special weapons, then protect them the best you can so they can land in combat and smash face. A Chapter Master and Chaplain with a jump pack would work nicely on a large 10-man unit with a few PFs and LCs.

Blood Angels would also make a fine ally with the Sanguiary Priest and his relics to join them.

You could stick with ravenguard and do some drop pods filled with tactical marines or maybe a flier or two. Enemy can't shoot at your marines if there are other marines keeping him busy in his back field plus with drop pods you could bring melta guns or even flamers to bear to deal with blobs entrenched units or armored vehicles

Not to mention the fact that without need for tactical marines, you can free up space for Sternguard.
