It says 'may elect to use the Always Attacks rule' but when? In the army list? Before deployment?

Without the book for actual reference, I'd assume it's whenever it comes to deciding who attacks and who defends, which would be after deciding the mission, and before deployment.

you really need the whole text here, as the japanese one is quite specific on when it can auto attack.

From what I remember you can't have fortifications in the list, you can elect pre game to be the attacker (as always auto attack tank trumps auto attack infantry) and if you are the attacker (even if in a meeting engagement you role as the nominal attacked) you can use the rules for fighting at dawn

"Players commanding a Japanese 3rd Sensha Rentai, 4th Sensha Rentai, or a Hohei Chutai that does not have Field Fortifications may elect to use the Always Attacks special rule.

If a Japanese company is the attacker in any type of mission, including meeting engagements, the Japanese may choose to use the dawn rules."

The second paragraph is obviously after the mission is rolled, but the first paragraph seems to be ambiguous when the Japanese player elects to add the rule.
