tournament rules:
units max duplicated
max 25 wounds total for heroes
characters with name, they are not duplicated

This kind of list is the very reason why wounds limits do not work, what an awful list with not even a thought as to what skaven is at its core.

I have played a 50 wound tournament so my thoughts are being based purely off of that (I played a 7 model skaven list)

Deceiver: Would be better if you were taking advantage of the master of assassins rule, but you are not using him as the general. I imagine that one of the big reasons you want him is the not being able to be shot or magicked unless within 6". Personally, unless there is a limitation, I would go with Lord Skreech Verminking, as he is too strong (and if you 13th spell kill a single model you can pop out a verminlord warbringer).

Tretch Craventail: He is fine with the 27 stormvermin for his command ability. There would be more synergy if the deceiver was a warbringer.

Skaven with battle standard: Not sure if it is worth the points, since Tretch is probably jumpin out of combat.

27 Stormvermin: Should be fine.

1 HPA: It is fine, do not forget the d3 heal during heroic phase.

2x groups of stormfiends: I would combine them into one group with 1 grinderfist and 5 ratling cannons. I rean a group of 1x fist and 5x ratling cannons, and they average about 12-15 wounds total, which was usually just enough to delete a unit (especially after battleshock).

1 Mortar weapon team: Seems fine, you could also switch it to a tunneler and tunnel in the verminlord for lolz.

Wounds limit works to some extent, it kind of balances out but makes certain units not viable. Your comment, however, is stuck in 8th ed and does not take into account that skaven are undergoing a transformation in how they play. so much of the randomization and charts are gone, less chances to blow up your own unit, etc. This edition favors lower model count (due to sudden death). If a TO eliminates sudden death, then giant blobs is viable.

What skaven are, at their core, is an army that no longer has to take units as chaff and units whose sole purpose is to run up and tie up a unit for a few turns until they die.
