So, I found this themed army post on an old website and it's left me with a few questions.

1. What would be a good 500 CAD based on this theme and restrictions?
2. What restrictions do you think should be imposed with the Lords of War when it comes to this idea?

Ok, so I see you didn't get much of a response here, sorry man.
As I'm at college atm I can't access the page you linked, so I'm going to take a blind stab at advising?
-apologies in advance if the following is useless cr*p....

The theme you're going for is a drop-trooper army, based on the imperial guard?
-feels very Halo ODST to me, though again I can't see your reference until I get home...

ultimately though, I see 3 plausible options for putting this army play-style on the tabletop.

1) Elysian drop troopers, forgeworld. -expensive way of going, and from what I've seen not a competitive option...
this would give you what is essentially guardsmen that rain from the sky. -5+ armour saves, deep striking.
-This is your main problem as simply put: bolters will ignore your armour. they are also the primary weapon, in what is the most common army in many metas

2) Air Cavalry. -Veteran squads in Valkyries. rain from your flying transports, try to survive long enough to do damage.
-used to be more competitive, but at 500pts, you'll be lucky to get 2vet squads in the air.

which brings us to my recommendation:
3) Militarum Tempestus. -basically this is old guard stormtroopers- 4+armour, deepstriking, and lots of options for special weapons.
lacking anti-tank won't matter at 500pts, nothing the odd melta and plasma can't handle in those point limits.
-Their AP3 Hot-shot Lasguns will also ignore *most armoursaves*, as 2+ armour is going to be rare in 500pts games. if it is present (grey knights?) just keep using your plasma and melta...

As Xenophobe said, your best bet is Militarum Tempestus. However, building a drop troop Scion army at 500 points is hard because Scions and their Valkyries are expensive. That said, here's a rough list to work from:

Militarum Tempestus Command Squad: Bolt Pistol | 2x Plasma Gun (115)

5x Militarum Tempestus Scions: Bolt Pistol | Flamer (75)

5x Militarum Tempestus Scions: Bolt Pistol | Flamer (75)

5x Militarum Tempestus Scions: Bolt Pistol | 2x Meltagun (90)

Valkyrie: Multi-Laser | 2x Heavy Bolter | 2x Multiple Rocket Pod (145)

I would run the command squad in the Valkyrie, deep strike the melta team for a tank kill and skirmish with the flamer units. I hope this helps!

Thanks for the help you two, I'll work on this army as a Militarum Tempestus army along with my other Imperial Guard army. I'll get pics on both this army and the other IG army once I've gotten units fully painted,
