Having some confusion on what constitutes the combat phase. 2 units I use, Neferata and a skull cannon, have some rules that we need clarification on.
Neferata - If a model is wounded but not slain, roll a die, if it goes off at the end of the phase that model cannot attack or defend, in combat, and is slain. So does this happen after Neferata makes that wound? Or at the end of all the combats in the phase? Seems pointless if it's at the end of all the combats. (Read scroll for the entire wording, I just summarized important parts)
Skull cannon - If a model suffers an unsaved wound, can make a shooting attack at the end of the phase.
Both of their scrolls say at the end of the phase, not the end of the combat phase, so we are confused at the timing of these abilities. Especially because the skull cannon struck first, got the unsaved wound, but then died to the opponents attacks, not being able to use his free shooting attack that he earned.

End of all the combats in the phase.
So yes, sometimes the skull cannon or the target of the dagger of jet will die before they are affected by the ability.

"If you can use several abilities at the same time, you can decide in which order they are used. If both players can carry out abilities at the same time, the player whose turn is taking place uses their abilities first." from hints & tips. If this is Skull cannon turn, you can use his free shooting he earned.

Both abilities trigger at the end of the combat phase. As Meowstalker stated, the player who's turn it is will decide the order that they occur. Neffy's ability will trigger even if she died during said phase after dealing the wound, because nothing about that ability requires her to be on the table at the end of the phase (presumably something else kills the model in her stead!). The Skull Cannon's ability will only work if it is alive at the end of the phase because it needs to be there to make the shooting attack.
