As the question reads, which armies can Cypher be included in? Obviously he cannot joun DA, but he can join SoB, GK, SW, BA...

Does this mean Cypher can be used in a Xenos army, for example, Tau?

It says in his dataslate what armies he can join specifically

Yeah, it's in the Dataslate.

To answer your question: SoB, BA, CSM, GK, IG, Inq, SM, SW. Can't be included if the army includes ANY models from Codex: DA.
