80 10x spearmen

200 10x swordmasters
200 10x swordmasters

Caradryan buffs general, swordmasters and guards with re-rolls to wound
archamage buffs general with mystic shield
1x dragon prince buffs general with re-rolls to hit
1x dragon prince buffs archmage on dragon with re-rolls to hit

Spearmans, block charge paths, guards and swordmasters with caradryan and general make an 8" blob in the middle and await charges.
The whole army switches to the offense if the oposition has a gunline, artilery or objectives to capture.
Otherwise the units dont move much and await enemy charges while manoevering the princes in consequence.

Pennsylvania

The Dragon Noble buff is a command ability which only your general can use each turn. Otherwise, the Caradryan bubble is nice for that block of troops. Spearman I am not sure will hold up all that well but those Dragons will for sure.

The dragonlord's command ability is that he unlocks 3 heroes within 16" to be able to use their command ability even though they are not the general.

You sure about that? In my AOS App it says it is Reroll to hit for Order Draconis units within 10".

Oh, that's weird. Since Grand Alliance: Order came out, is that guy even valid anymore or was he replaced by the Order Draconis one seeing as how the Warscroll is free? Is there separate points for both those in the General's Handbook?

What's a good base army (Highborn)to start with? Looking for something at 1000. My daughter wants to play. She bought the Mage box with the mounted and foot Mage and the general
Box with the mounted and foot general.

Where to next? I know zero about the High Elves.

The previously mentioned High Elf General on Dragon box is good. You will want some Spearmen most likely for Battleline. Swordmasters are good solid troops and Bolt Throwers for ranged support.

I see the Isle of Blood Elves on EBay for $40-$50. Good addition to get her going? She will play in our basement with me and my son and her boyfriend so we can tailor our lists to cut back. We will make sure she has some fun.

IoB has classically been a great source of minis, for both Elves and Skaven. GW actually put out warscrolls specifically covering the contents, including special battalions for both sets of models: http://trade.games-workshop.com/wp-content/uploads/2015/07/Island-of-Blood-AoS-Warscrolls-Compendium.pdf

As for if the set is good for Matched Play in particular, I only hesitate because I don't know what counts as battleline for Highborn, if you're concerned about meeting the minimum 2 for 1000 points. I think Sea Guard might count? But pretty sure Reavers don't? Will know tomorrow

Seaguard are not, sadly, but Reavers and Spearmen are. If you're willing to just count Seaguard as the battleline (or count them as spearmen) then you're good to go for 1000 points, since you only need two battleline units.

Highborn are just in a weird place because they've been split into mini factions who only have battlelines if you're playing them exclusively, so you rely on entries from the legacy for your battleline, or house rules.

One option might be to consider Wanderer Glade and Eternal Guard for the battleline - still Elves, and a coherent paint scheme would easily let them work together.
