GW's come to you and, while the rules are all ready to go, they don't know what two forces should face off in the new starter set, nor what those forces should contain. While you need to keep it reasonable (ten Stompas in every box, hahahahaa!), they have some wiggle room in terms of creating some new snap-together model sprues for this.

So the question(s) that you should answer are these:

1) What two armies should be facing off?
2) What does Army A have in it, and
3) What does Army B have in it?

Your target is something akin to the 'modern' sets, such as Dark Vengeance (Commander, Sorcerer, 6 chosen, 20 cultists, chaos dread, vs Captain, librarian, terminator squad, ten tactical marines, 3 boles) or Assault on Black reach (Warboss, 5 Nobz, 20 Boys, 3 Deathkoptas, vs Captain, 10 Marines, 5 Terminators, a Dreadnought)

You'll want to keep it at least close to an actual force composition, so "Commander and two troops choices', with a bit of extra splash.

Vostroyans versus Chaos Space Marines.

The Vostroyans would have:
A Lord Commissar with a gas mask.
A company commander with a bolter and chainsword.
A medic, a standard bearer, a Vox Operator and a Plasma Gunner to accompany the commander.

2 Vostroyan squads consisting of a Sergeant, 6 lasgunners, a Plasma Gunner and a autocannom team

And a Sentinel.

Versus

A Chaos Terminator Lord with a combi melta and a chain fist
A Dark Apostle with a power maul and bolt pistol.

10 Chaos Space Marines. Sarge has a power fist and pistol, a marine armed with a flamer and a marime armed with a missile launcher.

5 Chosen marines with various weapons.

And 10 cultists.

Thought for the day: Hope is the first step on the road to disappointment.

Chosen as they would be very simply to paint and both forces would require roughly the same paints - perfect for beginners. I was going to write out a force list, but I reckon you could just combine the two Start Collecting! sets and it would be roughly balanced. That said, as I don't play the game, I can only assume from the similar classes of models...

Id love to see starters that either have a cool brand new story or can really push a famous old story. While I would love to have AM or sisters vs Necrons, you really have to stick with having a marine on one side, its their baby, it has to be done.

Now stating that, we should totally hearken back some old school conflicts!

Im calling for Blood Angels vs Orks. Its old school, but its a great way to really relaunch two floundering brands with a lot of cool aesthetics and backstory. Set it in the 3rd war of Armageddon, and make sure you heavily mention things like the heroic AM as a great way to tie in other armies. Orks are always fun, and relaunching both Orks and BA could really breath life into two factions that are fun and thematic but whose rules have been lackluster.

Why? Because as the two weakest factions they are both rather well balanced against each other. guard win with kill points and firepower, but CSM win with mobility and objective taking.

Agreed.
A good way to introduce SOB plastics in a plentiful way.
I would dial it in a bit more with specifics:
Not just "lost and the damned" but the actual "Blood Pact" with their own methods (the daemon tank I agree was awesome in the book).
It would be great to see a more formalized army than some cultist rabble.
Possibly the "Sisters of the Ebon Chalice" would be good for the sisters since it is the more "senior" order and is rather striking looking.

I don't know for sure but I definitely think that tactical Marines, some kind of terminators, and a dreadnought has never been done.

Then I'd throw some kind of other thing in there. I dunno. The fluff would definitely feature those cool awesome space Marines beating the snot out of them. Probably, um... What's that army we do that's like skeleton guys? Them. Do they have a thing that's like a dreadnought? Throw that in there.

Sisters have to hold a 'bastion' while the CSM attack it until the sisters are overran or until time/rounds expires and space marine reinforcements come. Each round or every other round CSM get more guys on the board and move towards the middle through different paths. Sisters can spend their turns fortifying paths, searching for holy relics to arm their girls with, etc. "

It's easy to assume that people arguing an interpretation you disagree with are just looking for an advantage for themselves... But it's quite often not the case.

In the end, most folks are going to pick 2 armies that they already collect or were thinking about trying out. I would recommend making both armies based on a start collecting now box a piece. Without further ado, here would be my choices.

Imerial Guard Cadians vs. Chaos Space Marines
Elder vs. Dark Eldar
Tyranids vs. Orcs
Or any combination thereof.
